I would add in Delver of Secrets Flip as another threat, and think about adding either Wee Dragonauts or Nivix Cyclops , depending on what you feel will suit you better. Only running 4 creatures in the deck means you will be fishing for a creature more often than playing one, and by the time you draw into it, you'll most likely be dead. I'd recommend running a minimum of 10 creatures in the deck. I personally run 12 for consistency.
I notice you don't have any Assault Strobe . That card is an absolute must to reliably try to win. You can combo it with Artful Dodge (Cast then flashback on same turn) to theoretically swing with an Unblockable, Doublestrike 10/2 Kiln Fiend on turn three. I would definitely run at least 3 Artful Dodge . Also, consider adding a few Distortion Strike to help, or swapping them out with the Dodge. Personally I prefer Distortion Strike for consistency.
I would remove Cackling Counterpart (too expensive and doesn't copy opponent's creatures), Surgical Extraction (It doesn't fit into the deck at all!), Remand , and Mana Leak . The pump combo deck is an All-In strategy, so if you're keeping mana up for counters, you're usually sealing your loss. If you really want some sort of counters, then run the Dispels mainboard since you'll really only want to counter things on your own turn when you pump your guy. The exception is Apostle's Blessing since it is a versatile multi-use spells for protection or getting through blockers for only 1 colorless mana. I definitely would bring that card's total up to 4 in the deck.
If you're looking for other card draw options, consider Manamorphose since it nets you card advantage for free. I'd compare it to [Serum Visions] and Gitaxian Probe and find a good mix of those cards for your deck. I haven't been able to test too much with them, so can't give too much info on that front. Sorry!
I'm personally not too keen on Gut Shot since I feel it just occupies a spot that better cards could fill, especially since you're running Lightning Bolt .
As for sideboard options, I can't really help you there! Do a little bit of research on what the big decks are right now, see how they screw you over, and try to find cards that keep it from happening.
Best of luck to you!

thanks for the input the only reason i have gut shot and surgical extraction is that i can pay life to cast them leaving my mana open for counters and allow me to cast all the spells in my hand regardless of mana i do agree that i need more creatures the little play testing ive done it was an issue

I feel like Gigadrowse would go a loooong way here

Gigadrowse i like but its to mana intensive my goal is to pay life for spells so i can empty my hand turn 3 to win and also save my mana for a counter spell of needed

also i think the copys of gigadrowse are just add to the stack and not "cast" so regardless of how much mana you spend kiln fiend would only trigger once

I would definitely add Flamekin Harbinger over Delver. It allows you to have the turn 2 Kiln Fiend way more of the time by searching it up turn 1, instead of playing a Delver and hoping it flips, which is not part if your game plan.

Thats a good idea delver is mostly a distraction to draw fodder from kiln fiend

Not really a budget deck, you can get more for less.

For Modern, this is very budget. The only way I can think of that gets you more for less is Infect, and there are way too many Melira Pods to play Infect.

Anything to add trample? It'd be a shame for your 16/2 Kiln Fiend to be blocked after paying 12 life to pump him.

Thanks for the upvote distortion strike unsummon and vapor snag and also apostles blessing keep kiln fiend from being blocked

Have you thought about Hidden Strings ? If nothing else, it's a free spell.

Have you considered Pact of Negation for counter spell protection? Not having to spend mana is pretty important and useful to win that turn.

Speaking of free spells, Manamorphose . Its a component in my Modern deck that wins. Plus you can combo it into Gitaxian Probe, while still keeping two mana tucked away for another spell.

I like the deck, but to me budget means less than $50. This is not a budget deck.
