This is a lower cost version of another deck that was on here about 2 years ago (lower mainly because it doesn't have 8 fetch lands in it). Still not a budget deck. I have to agree with Penga. "Budget" decks are generally not above $50. I don't know how well Cavern of Souls fits in here since you don't have many same type creatures. I feel it would be better off in a tribal deck.

For me budget decks don't have many of the amazing lands you have in here. Taking out the Cavern of Souls + Steam Vents will drop the price by about $65. Replacing Sulfur Falls with Izzet Guildgate (yes I know they come in tapped but it's a budget deck) will drop the price another $28. Replacing Remand with Mana Leak from your sideboard would reduce it another $48. That's $141 bringing the total to about $80. You could drop it down another $21 by getting rid of Serum Visions but that card is just too amazing. Getting rid of Surgical Extraction frees up $10. I would say about $70 for the synergy of the deck and the possibility of a T3 even T4 win is amazing.

I put in cavern of souls to keep kiln fiend from being countered. It was a problem more than once. As far the term "budget" I think 150 dollars for a competitive deck in a format where most decks have well over that in just lands is accurate. I really don't want to sub lands because speed is the key to winning and I like remand to draw more cards

Budget? I'm sorry, this is $200. And it isn't that great either. Make your description slightly more intelligent, non-rambling, and w/o grammatical errors. Periods might help.

Budget is under $100, by my standards. 221=not close. Get pain lands for budget- it is a deck that plans to win the game quickly, is it not?

I wasn't aware that people on this site were being judged on grammar and punctuation if your only suggestion is to use substandard cards to decrease the price of the deck then don't bother commenting. I don't see how pain lands are any faster than what's already there if sulfur falls is the only land in my opening hand then I'll draw 6. If you don't like the deck there's no need to be rude

I could somewhat agree on a budget deck being $100 or less if it has a fighting chance in FNM.

That being said, might I suggest removing one Remand and one Gitaxian Probe and adding in two more Flamekin Harbinger to be able to get your Kiln Fiend out more often. While it doesn't go right into your hand you at least know, if you didn't get one in starting hand, that your next draw is going to be one.

Seeing as you are basically all or nothing with your Kilns maybe having Nivix Cyclops in there just in case isn't such a bad idea since he won't die to a bolt right off the bat. I know you said you didn't want him in there because he is slow, but for one more mana, have the same ability, and being shorted only 1 attack but having 3 more def seems like it would be worth it if you get the absolute worse hand ever that consists of like 4 lands and 1 creature that does almost nothing for you unless you have untapped land for some instant spells. You could even get rid of two Monastery Swiftspear and add in two Harbingers and only one Cyclops.

Just my thoughts on this.

I think I'll try the Cyclops again. The deck does struggle past turn 4 here and there especially against burn. I've also thought about Mizzium Skin for some added protection

Mizzium Skin is one of those cards you would have to use right off the bat or can you use it after target has been declared? I would imagine the way Hexproof works you would need to do it at your untap phase.

I could cast it in response to a removal spell. They target kiln fiend and you cast it in response. Mizzium skin resolves first making kiln fiend an invalid target and the removal spell would fizzle
