So this is a deck based around Docent of Perfection   , and the Wizard and Spell Mastery synergy with it.

It aims to keep your opponent from playing early game creatures using cards like Galvanic Bombardment + Geistblast , playing cards like Fevered Visions + Jace's Sanctum + Jace, Vryn's Prodigy to accelerate and finishing off with a flipped Docent of Perfection   or two, or taking their big creatures with Dual Shot + Willbreaker .

If you dont want to fork out a huge amount of money for jace,vryn's prodigy cut them for something cheaper ( I suggest Curious Homunculus  . It is not a Wizard, but it has prowess and makes all our spells cheaper once it flips) and this will drop the deck price down to under $30.
