I would seriously consider taking out Spiteful Visions , more often than not I think it hurts me to have it in the game. If it is in my hand, it is practically a dead card. Nice deck +1

Cyclonic Rift - resets your opponents' boards. Follow up with Windfall or anything that will make them discard their hands to make them scoop.

Cyclonic Rift is a good idea! I'm not all that keen on Whispering Madness because my playgroup is very heavily creature focused and my creatures don't usually last long. I may consider a few board sweepers, I think I have a Blasphemous Act kicking around somewhere.

I run a Nekosar deck as well, and one thing that really pissed people off was dropping a Chandra, the Firebrand , using her -2, and playing Burning Inquiry with Megrim , Waste Not and Nekusar, the Mindrazer on the field. 18 damage to everyone but me, wheeeee.

Bloodchief Ascension + Nekusar is awesome and cheap. Add Mindcrank to instakill all opponents. Also, I too would remove Spiteful Visions , it just wasn't worth taking damage for me. Niv-Mizzet, the Firemind and Crosis, the Purger likewise weren't worth it for me and spent a lot of time sitting in my hand. Whispering Madness is always worth it, even if you don't cipher it. Dictate of Kruphix and Howling Mine I also took out of my deck, just to fill the slot with something better. Font of Mythos on the other hand is worth it. Price of Knowledge is very counterproductive to the overall discard strategy and Trade Secrets is on the banned list I believe (just sayin). That aside I can recommend Elder Mastery . Yeah, it's a bit expensive, but Nekusar just pwns with it. Discard two cards for every card I make you draw? Any day.
