Welcome to Asshole Magic. Nothing like stopping your opponent from doing anything. If you don't have a permit, you can't play Magic.

An Azorius blink deck. The main goal is to stop your opponent from playing magic, mostly through Lavinia of the Tenth's ability Detain. Then you can slowly beat them to death with Golem Tokens from Blade Splicer.

Ideally, a turn would include activating Venser, the Sojourner's +2, blinking Lavinia of the Tenth to activate Detain, preventing all their nonlands from doing anything, then attacking with the Golem tokens from Blade Splicer's enter the battlefield effect and Restoration Angels. You can blink Blade Splicer with Momentary Blink and Cloudshift or Restoration Angel and Flickerwisp to get more tokens.
