hmm... I started 6th edition basically.. played for a couple years.. quit.. came back again after like 5 years, started back up in theros. So a while, and even though I quit, I never stopped reading up on it.

- I laughed because I knew I would never want to spare the time to tell you them.
Take a look at Mythicmtgtech, The Mana Source, and Roxaboxen90's top 10 EDH artifacts, top 10 edh ramp cards, top 10 dimir edh cards, top 10 black edh cards, and top 10 blue edh cards, please they will really, definitely, ABSOLUTELY help you.
Also, I agree with everything KillTheIslandUser says except I think that you should not use Psychic Strike , should use Nighthowler -like cards, and WILL NOT use Leyline of the Void because it ruins cards that have synergy w/ # of cards in graveyard.

FangedRamen He's working with a budget, and also if you look at Oona, Queen of Fae she exiles cards already. Him using Nighthowler is just awkward if he runs the Dimir control mill. If he used Dimir creature agro reanimator mill then I would go back to Phenax as the general, as it has great synergy.
That being said I also did tell him I'd come back and give him some ideas on what to play for Dimir Mill creature agro, and haven't had a lot of time atm. I haven't forgotten, infact I already started on it earlier today looking up on it.
Ooh I also forgot to tell you the reason Mana Vault and other cards like it are good is because it's mana ramp. It gets you shit out that normally is like a turn 6-7 thing. You tap them when you need to get out that big dumb creature, or ... oh shit this just fucked the whole board spell.
I also told him to keep that counter spell as again for budget reasons. I'm not gonna tell him to go run out and get a 50-60 dollar Cryptic Command lol. I gave him ideas on what he can upgrade later though, but again later when he has the money, and if he still likes the deck enough.

i want to make my deck's price go down a little, but it is over 100 with the Strip Mine subtracted, because it is worth $20 less in 4th Edition. Can you help?

Mesmeric Orb would be nice.
To denote a specific printing of a card, put the three character set code after the card on the list.
For example, for a fourth edition strip mine, you would list:
1x Strip Mine [4ED]

Yo you should take a look at my deck again, I've had a lot of changes to it, and it's much more fluid. The old deck was slow, and this new one is a lot faster, and more purposeful. It got rid of a lot of mill, but added speed to get out cards faster, as well as tricks.

Also some of the schematics, like Rings of Brighthearth and Dust Bowl , as you are not just trying to mill, you are trying to control the board. Remember Oona, isn't a mill commander, she's a win condition. Also with Rings you can pay 2, then use her ability again, for exactly what you said X is. So if you exiled 12, then paid 2 for Rings, they exile 12 more. Also the 2nd set of 12 isn't the same as the first set. You can name 2 different colors for both, or even pick a new target to mill some one with her. There's so many ways to use Rings, and you should experiment with it.

the only problem is Rings of Brighthearth says no mana abilities, so it can't work for Oona, because you pay mana. Luv you're deck though, +1 from me.

Mana abilities are abilities that add mana to your mana pool, like Elvish Mystic 's ability. They are not abilities that require that you pay mana. Oona has no mana abilities, so her activated ability will work with Rings of Brighthearth.

Btw to go infinite swamp mana you can pay 2 and tap Cabal Coffers , use 1 mana from cabal coffers to tap Deserted Temple , then pay 2 from the mana you got from Cabal Coffers mana that is floating still to activate the ability of untap target land on the stack, and untap Cabal Coffers , then you use deserted temple to untap itself. As long as you have 6 mana and one of those lands is Urborg, Tomb of Yawgmoth , you go infinite over and over and over and over and then can either use that on cards like Mind Grind X cost to mill out everyone completely, or Oona, or anything you need the mana on.
Rings of BrightHearth is an amazing card, and has so many damn interactions, you don't tap it, just pay 2 for each time you activate an ability.

Another thing.. you can use rings of Rings of Brighthearth on planes walkers abilities. So you can use Jace's 0 or his ultimate and make them either mill 20 cards cause you activated it 2 times from rings. Or make people draw 40 cards... then windfall.. that's 80 cards they just picked up, and they just discarded 40 of those 80. Also you don't target yourself for the 20 draw x2. You need to keep the rest of the cards in your deck. Also if you have a Leyline of the Void out, they have to put all cards in exile if they have to discard. They only have so many tricks to stop that.. and put certain cards into the graveyard.. like a top.. or something, but then you just use oona before they draw the top or something, and it gets exiled.. and they draw nothing and lose.
