Why do you choose to waste so much space on ineffective "one-time" mill spells that don't set you up for a win or hit hard enough to finish off opponents?
I'm referring to Mind Funeral and Archive Trap and Telemin Performance and Increasing Confusion is the best of these but it mimics your commander's ability so I'm not sure that doubling down on the same mana sink is the best use of your limited space.
I'd be OK with these additions if you were consistently drawing lots of cards and could afford to spend the card advantage doing these kinds of minor mill effects along side building boardstate, or removing other's boardstate.
I find that Reusable effects or milling triggers such as Mesmeric Orb or Jace's Archivist will out preform ANY of the above mentioned cards in a prolonged game. Certainly in any game long enough to cast Mindleech Mass who simply costs too much for his pitiful attack.
Some cards you should consider are:
Lim-Dul's Vault - You get to set up your next five draws in order. That's awesome!
Rhystic Study or Phyrexian Arena - For card advantage
Standstill - Because your commander IS a manasink if you missed a turn without casting anything that would potentially help you. You shouldn't mind having the game slow down a bit. The politics behind this card in a multi-man game can be pretty interesting.
Anyway, best of luck to you!!! And remember just because this is a "mill deck" don't let yourself feel obligated to run the "classic" standard mill cards.

thank you. Also, i do use the "one-time" spells because i only use this deck in 1v1, as i am making a life gain deck for multiplayer. I will add Mesmeric Orb and maybe Jace's Archivist soon.

Good to know that this is for 1v1 play. Here goes.
Oona as a general seems pretty fun, but she can really underperform if you're playing against an EDH deck that runs more than two colors. Not only that, but lands are considered colorless, so they won't trigger her ability, either. I prefer her as a regular creature in the deck.
I have played with Sands of Delirium before and I think that it's really just too slow. If you want to mill a bunch of cards, that means not being able to play spells on that turn or your opponent's next turn.
Grimoire of the Dead is a slow card that will probably draw removal once you get it close to three counters. Discarding three cards over three turns only to see your artifact get blown up is a terrible feeling.
Hedron Crab is great in a regular mill deck when you can have four of them. Getting this card halfway through your EDH game doesn't seem beneficial for you.
I feel like you need a couple cards for graveyard hate. The last thing you need is for someone to use an Elixir of Immortality and laugh at you (or Eldrazi like Ulamog, the Infinite Gyre ). Cards like Tormod's Crypt and Bojuka Bog will make sure that those cards are exiled and can't be brought back without a serious fight.
Might as well have a Command Tower . Pretty much an EDH staple.
You need some sort of disruption. Whether it be counterspells or board wipes, you need some. Red/Green decks that pump out creatures quickly will make mincemeat out of this deck. You have to be able to control those kinds of decks so you can come out on top.

thank you. I thought I had Command Tower as I am making the deck and have one in it. Weird. I also prefer to have at least a few cards in graveyards, because if I exile them it would ruin a whole lot of cards, such as Rise of the Dark Realms , Ashen Powder , Sewer Nemesis and Consuming Aberration . That's one of the choices that I think is necessary. I also have cards that interact with graveyards, but if one of my main focuses is milling the opponent out, I would rather feel safer exiling a huge chunk of their library than having them grab it all back and put into their library, reversing all the work you've done over the course of the game. Just personal opinion, though.
Long story short: if your main objective is to mill them out, you need those kinds of cards. If you're going to beat them down with creatures that interact with graveyards, it's up to you.
You can also look at it this way. If your opponent is interacting with their graveyard (or even yours) and you need to stop it, at least you have the answers.

Oona is, in my opinion, the best dimid commander, but I would use Szadek, Lord of Secrets or Wrexial, the Risen Deep , as she exiles, and that doesn't help Nighthowler , Rise of the Dark Realms , etc.

Some more tutors and some removal can help you a lot. I'd reduce the number of creatures and use some draw engines like Skullclamp to help you get the pieces you need faster. Leyline of Anticipation is another good card to add in your deck.

The ones that aren't really necessary for your concept, I guess. It's really up to you. Phenax would be a better commander if you're going to make a creature-based mill deck. If you plan to stick with Oona, maybe you could do away with creatures like Platinum Angel, Notion Thief and Jace's Archivist (as cool as that combo is), and other creatures that don't really affect the game much.
I'm not really sure what direction you want to take with your deck but taking a look at my Lazav deck, Lazav (Combo-based), might give you some ideas.

Hey cool I recently built oona too! This doesn't seem like the most efficient way to play her though but if it works in ur meta then I won't argue. How fast does it usually win? The way I built her (check it out Oona INFINITE CONTROL! ) is really fast combo. Infinite combo. Some people don't like that and idk how u feel about it but if you're willing to play infinite combo it's definitely the best way to go with oona. You use infinite mana combos (all listed in my deck description) to take advantage of oona's "X" in her activated ability and then mill ur opponents 10 billion cards each. it turns your 1v1 deck into a versatile multiplayer deck.
If you plan on keeping ur deck idea the way it is i'd reccomend more artifact ramp like Coalition Relic Dimir Keyrune Dimir Cluestone Darksteel Ingot Chromatic Lantern and if you play casually and know how to proxy make a Mana Crypt . I'd also add more counter spells.
