This is an interesting concept I've toyed around with in the past: What if milling was not just a wincondition, but rather a boost? Similar to how the Golgari use their graveyard for power, exiling or getting back creatures that provide some strength or effect to to creatures in play, this deck uses your opponent's thoughts (Library) to their own downfall. Early game the goal is to get out a Fog Bank or two and keep it alive with counters, and then use either a Jace's Phantasm, a Mindshrieker, Invisible Stalker or a creature Stolen (Goods) from your opponent to begin to lay down the hurt. Increase the power with Trepidation Blades and increase the effectiveness with Rouge's Passage, and go for the win!
