Summary
This deck is built around extort and/or a loop between Exquisite Blood and Vizkopa Guildmage. It includes a decent amount of control to bide time as I build up my extort and bring out Obzedat, Ghost Council, and/or set up the loop. I've included Blind Obedience because it's amazing at busting haste and dealing with fast decks, not to mention the extort it provides.

- Kingpin's Pet: Extort and flying defense
- Crypt Ghast: Extort and double swamp mana - for more extort against slower decks in the mid to late game, and mana for the loop.
- Obzedat, Ghost Council: Obzedat helps with defense and additional damage/life gain around the mid game, especially with Exquisite Blood. The synergy between these two nets 4 life per turn. That may not seem like much but it helps with damage control when your opponent is attacking with 8 damage each turn and you don't want to sacrifice extort creatures.

Orzhov Charm
: Provides flexablity. In the case that I don't have a spell to cast (required to extort) in the mid to late game, I can return a cheap creature to my hand and cast him, triggering extort. Can be used for removal. Can be used to bring back a cheap creature from GY.
- Blind Obedience: Control against fast decks and stops haste. Extort. This card is awesome.
- Exquisite Blood: Great for mid to late game, especially if I can get two or more out. The synergy with extort is amazing. This is also part of the loop (discussed below).
The Loop
The loop is between Vizkopa Guildmage and Exquisite Blood. It works mid to late game, sometime after turn 6 or 7. If I do damage to an opponent with both of them out and activated, I win the game. Everytime an opponent takes damage I gain that much life, and everytime I gain life an opponent takes damage. So on and so forth until their life reaches zero.
Legality of the loop
Some have argued that because this is a loop, the game will result in a draw. However, that rule only applies to infinite loops. Here is the rule:
Rules 104.3b- If a player's life total is 0 or less, he or she loses the game the next time a player would receive priority. 104.4b If a game that's not using the limited range of influence option (including a two-player game) somehow enters a "loop" of mandatory actions, repeating a sequence of events with no way to stop, the game is a draw. Loops that contain an optional action don't result in a draw.
In this case, the loop is not infinite. Each player recieves priority at each triggered action, allowing each player to cast instants. This isn't an infinite loop because when the oppenent dies the loops ends. Not to mention that the loop could be stoped by something like Stifle.
