but I added some more ramp, card draw, and the added bonus of having omniscience.

His deck works off of the card draw the CMDR brings and Chains of Mephistopheles in order to get the cards he needs. I realized this is invaluable so I kept it, but this time I put more emphasis on trying to keep the combo going. As you'll notice playing Reforge the Soul is incredibly expensive, and using Dream Halls is effective at getting these cards out. But what if we could instead use Omniscience.

Now we can use Dream Halls in order to bring out tempo changers while Omniscience is still in your deck. While omniscience is in your deck use dream halls for, Thought Reflection which is an amazing draw ability. You can also use Dream halls as a tempo substitute for most of the game if you just can't find away to get omniscience. You may notice that the primer, source deck, uses dream halls as well. I added Library of Leng to try and negate the downside of the card. If Dream halls fail, you can also use Show and Tell as an efficient way to get Omniscience down.

If you decide to use Dream Halls or Omniscience the combo is the same. Use any of the discard your hand, let Library of Leng do it's job, and use Thought Reflection to draw double. Now that you have more cards in hand hopefully you can take extra turns with Capture of Jingzhou and keep the tempo going.

The win condition is your CMDR's damage ability, Underworld Dreams, Liliana's Caress and/or Megrim, and mill.

Utility: Dictate of Kruphix, Howling Mine, Nekusar, the Mindrazer, Notion Thief, Ponder, Scroll Rack, Teferi's Puzzle Box, Trophy Mage,Thought Reflection, and Chains of Mephistopheles, Mishra's Bauble are all card drawing effects to help you get what you want when you need it.

Okay but what about protection. Exquisite Blood nice healing with CMDR draw punish

Kozilek, Butcher of Truth mill protection, (you discard a lot of cards too)

Tamiyo, the Moon Sage tap down things, then its emblem is nice. You can use her to tap Howling Mine so you are the only one who benefits from it, as untap happens before draw.
