So... here's the plan. With 15 dollars budget I'm going to replace 6 cards (Avarice Amulet, Shield of the Avatar, Sword of Vengeance, Brave the Sands, Adarkar Valkyrie, and Healer of the Pride) with another 6 (Darksteel Plate, Grafted Exoskeleton, Puresteel Paladin, Heartseeker, Stonehewer Giant, Indomitable Archangel). I've got a buddy who plays mono white angels and I've learned one thing, evrrything in a white deck needs to do something. White is so limited on any sort of ramp for almost anything that you really have to make sure every card is beneficial

I like what's going on here. Despite that, here's what I would take out right now. Hold the Line isn't really worth it. Paragon of New Dawns is also no longer that important to your plan. I'd keep in Healer of the Pride over it. Dragon Throne of Tarkir is decent, but it requires a lot of set-up and is kinda slow to take effect. Despite that I can see how it would win games in this deck. I also think it's time for Darksteel Mutation to bow out. It's a somewhat controlly card that could easily be replaced w/ something more useful. Brave the Sands is good to pull. I'd definitely include Solemn Offering in the add list. Overall, I think the biggest current problem w/ Nahiri is that it's becoming less and less focused. What it looks like is a white equipment deck that's using a lot of tokens and buff to supplement that strategy. Then there's some good control cards thrown in there that are kinda all over the place. You've got some quality removal and damage prevention and board wipe but then there's some other stuff that's just kinda fluff. I think there's definitely a quality deck in here that can kick but w/ a bunch of killer equipment, it just needs to get focused. The additions you're bringing in the above list should definitely help.

This may see blasphemous, but I think it might be time to cut Skullclamp in favor of a more consistent draw source or equipment. I think the clamp is at its worst here. Which is to say, it's just an insurance policy on any creature you attach it to w/ a small power buff (which is a decently high floor). Plus, your creatures are pretty scarce in this deck so I can't envision you sacrificing even the two creatures that would die immediately to the clamp.
I think some things that would help this deck is finding some more good activated abilities that get reduced by your commander. Some examples could be Osgir, the Reconstructor , Steel Hellkite , Soul of New Phyrexia , Burnished Hart , Plargg, Dean Of Chaos // Augusta, Dean Of Order, War Room , Bonders' Enclave , Diviner's Wand , Arcane Encyclopedia , Staff of Domination , and--on the pricier side-- Umbral Mantle . The new Fighter Class is also a near auto include.
Also, I'm pretty high on Forging the Tyrite Sword and Axgard Armory .

I'm pretty sure that there's a special format for commander so you can specify who your commander is.
