How does the horde work? It makes no sense, the cards float by themselves? A person is controlling it?

The Horde is controlled by itself. Some kind of hivemind.
The players team up against it with their own decks.
One of the players (or all of them), is appointed to make The Horde working: revealing cards from The Horde's library, putting killed zombies and permanents in its Graveyard. But there is no decision to make as all The Horde's cards have no target. The Horde uses default choice, or random if not possible. The Horde's deck almost plays by itself.
Of course, one Spectator player who doesn't play his deck (for whatever reason) could be devoted to make The Horde working. But if the Players' team loses, The Horde wins, not the Spectator player. This is because The Horde was controlling that player, not the opposite! The Horde's Will is stronger!

Hi! I've tried this deck and it seems real fun, but I've got a question. One player in my friend group really likes his Rakdos, Lord of Riots deck and is wondering if it will still work against the horde. The rules seems a little unclear in this case.

The way the rules work here, Spite the Dead and Burn the Bodies are replacement effects and therefore no damage is dealt to The Horde. Moreover, The Horde has no life total. So technically, Rakdos can't be cast because the only opponent is The Horde and it doesn't lose life.
But if your friend really want to use their deck, nothing stop you to add an exception to the rules for them. After all, it's a casual variant meant to be fun!

No, it does not.
If you feel the Horde too slow at the start of the game, I suggest to try first, for example, reducing the number of preparation turns for the player.
