But does anyone know of a Pokemon site that is similar in function like Tappedout is for MtG? I don't play pokemon much, but I have a paper that I'm working on for school and I'm choosing to compare MtG and Pokemon (Not in a one's better sort of way, just overall, rules price etc etc)) and while I know a fair amount about pokemon rules and stuff, I know NOTHING of what the current meta for it is or how much good decks run. Anyone have any ideas for me?

If you could post your results in a follow up, that would be great. I'm interested in seeing the two compared and contrasted. Not a Pokemon player, but still interesting.
I believe that WOTC sued Pokemon at one point for copyright infringement, claiming that the card game was too akin to MTG.

WotC used to print pokemon cards themselves until they were bought out by Nintendo. Well, not exactly bought out, but for one reason or another Nintendo took their product rights.

I'd like to take a step back and ask, what class are you writing the paper "Magic: The Gathering vs Pocket: The Monsters"? And what grade? Because while some of my professors in school were pretty lax, there is no way i'd be getting away with this.

It's a Research and Writing class for my college, I already passed it by with my professor, she knows I love card games and thought it was a great idea.

Yeh I was going to say. Wizards owned the rights to pokemon USA. It must have just been a messy break up haha. Like when activision and infinity ward split ways.

60cards.com, I believe, is what you're looking for. Though that may just be a site that has deck lists. The online pokemon community isn't too terribly exciting as opposed to Magic.
