Weird Pokemon Card

Hi, I have a Foil Japanese Lt. Surge's Jolteon Pocket Monster card. It has extremely thick top and bottom borders but normal side borders. The overall card is slightly smaller than normal Pokemon cards. I doubt it is fake because it is quite old and has torn, revealing the normal amount of layers in a Pokemon card. It has the art from the Lt. Surge's Jolteon Gym Challenge series with the text/set symbol of the Coro Coro Promotional Print. Any ideas what it is? Is it valuable?

It may be fake but I'm hoping it's some one of a kind old card worth a lot.

Of course you want it to be worth a lot. It's probably not. Defects aren't usually that bad.

I've never seen that foil treatment before, could you show the back of the card?

I believe this is fake. It resembles a few fake cards I have but they are english.

I don't know if this will work for Japanese cards but try holding it to a light, if it's see-through, it's definitely fake. The writing and logo on the back of the card is squished, and the colouring is off.

I also came across a few ebay postings for this reprint in coro coro, it doesn't have the foil treatment.

IvoryFrost I believe it to be a fake because of the light test. They weren't too good at faking but they got me... good thing I got it for 50 cents only. Still a cool card imo. Thanks a lot for your help.
