How do you create card-draw synergy in a Karazikar, the Eye Tyrant

I love the goad mechanic, but after you throw in the goad cards and evasive creatures, there just isn't much room left for an aristoctats sub-theme to generate card-draw. If Karazikar, the Eye Tyrant was an Izzet commander, I could use cards like Bident of Thassa or Open Into Wonder to generate card-draw with my evasive creatures. In Rakdos, I can't think of any options for card-draw synergy, and I don't want Karazikar to be my only source for card-draw. Any suggestions?

Rakdos has some good synergy for discarding cards, with effects like Glint-Horn Buccaneer and Brallin, Skyshark Rider Flip, or even Skirge Familiar . That may be a route to consider.

Card draw is definitely not hard to come by in black. 2 budget options Underworld Connections and Promise of Power

I’ll echo what DrukenReaps & griffstick said about the draw engines.
I’ll add that in particular also has a myriad of Brute Force Draw spells, such as Sign in Blood , Read the Bones , & Ambition's Cost ... just to name a few. Most of them are Pauper-legal too, if that means anything to you..

I'd be careful about having too much card draw that is reliant on your deck working. Having draw that just draws because it draws is often going to turn a game from not going well to being a little better.
In that vein I recommend Endless Atlas , Necropotence , Greed , Phyrexian Arena
To be more on theme the following work well Theater of Horrors , Stromkirk Occultist , Neheb, Dreadhorde Champion , Azra Oddsmaker , Anje's Ravager , Greven, Predator Captain
Take a look at a similar but more established commander for ideas too Kardur, Doomscourge
And there might be better options here than what I listed as I was mostly looking through my madness deck for some things to fit your needs Karazikar, the Eye Tyrant
I generally recommend around 15 card advantage total but you can go significantly lighter when your commander draws.
