Its really just that, any one knows any payoffs for discarding my friends cards in mono black? also I need wincons for my Tourach, Dread Cantor

Waste Not and Aclazotz, Deepest Betrayal  Flip are probably the best ones, and Liliana's Caress and Geth's Grimoire are worth considering.

Keep in mind that if you want to ensure that your opponents keep discarding, you need to make sure they have cards to discard. That Waste Not doesn't do anything if your opponents aren't moving their hands. If you want to keep your opponents' hands empty so they can't do anything, Shrieking Affliction and The Rack are the win cons of the 8-Rack deck.

So my next questions are, do you want to punish discarding and gain tempo and resources, or do you want to enforce empty hands and play control? Commander has room for overlap, but it's common to lean toward one or the other. And how competitive do you want this to be?

There's also Dark Deal and the Waste Not on a stick for yourself creature: Bone Miser.

The Raven Man

Megrim is the other Liliana's Caress for one more mana if you need it.

Painful Quandary

Tergrid, God of Fright  Flip if you're feeling mean? :)

Not exactly a payoff, but Maha, Its Feathers Night has a relevant Ward cost, and can serve as a big beater in the air. Its static ability and Trample will help it get through most Flying blockers. Sometimes a wincon can be as simple as punching someone with a big flyer a couple of times.

Also, Tinybones, Trinket Thief and Tinybones, the Pickpocket can both interact well with discard strategies in their own ways. Trinket Thief certainly is a popular option as a discard commander in its own right.

Bandit's Talent is the newest payoff. Each level is great but you don't get resources till 3.

Asylum Visitor for tons of cards.

Sangromancer for stupid amounts of life.

Technically reanimate spells are also payoffs and even Bloodchief Ascension for incremental life gain.

I have my own discard deck and most of my wincons revolve around Wheel of Torture effects. Some cards in the same line are Gibbering Descent and Quest for the Nihil Stone.

I also use cards like Arena of the Ancients, Ensnaring Bridge, Noetic Scales, and Null Brooch to keep myself alive. Creature wise I've won with Guiltfeeder multiple times (going under the bridge) and Necrogoyf has helped out more than once take some life totals down.

Plenty of inspiration can be had from my own take on Tourach as someone who's been an 8Rack player for the last decade :)

It's hard to find a better payoff for discard than Bloodchief Ascension, but it will attract a TON of attention, most of it very negative, fortunately if you're making people discard you're gaining plenty of life! You can throw in stuff like Exquisite Blood even without both halves of the combo just for the life gain.

Nobody has mentioned Court of Ambition, this card shines brightest if you can get in for damage regularly, or if people will struggle to attack (see my next suggestion).

If you end up using Rack effects then I strongly recommend Static Orbfoil and it's whole family of cards, hard stax are your friend IMHO, if people can't effectively attack then your Racks look a LOT better, because Rack effects want a long boring game, and Stax offers exactly that! Also, if you're already salting the bejeebus out of everyone with a Rack deck then how much angrier will they be when you drop something like Meekstone?
