How Good of a Card is Magistrate’s Scepter in EDH?

I am contemplating putting Magistrate's Scepter into my Atraxa EDH deck, because that is really the only deck that could fully and properly utilize that card, but I am still hesitant to do so, because it is very expensive, and I also do not know which card I should remove to make room for it, so I am seeking advice about that matter.
One of the cards that I am considering replacing is Lux Cannon, because of how similar those two cards are, but the ability to repeatedly destroy any permanent is simply too good to remove from the deck. The other card is Temple Bell, because those two cards have the same mana cost, and taking extra turns is better than merely drawing extra cards, but the only problem with that is the investment of time and mana before it produces any benefits, although the proliferate mechanic helps with that.
What does everyone else say about this? How good of a card is Magistrate's Scepter in EDH, and should I put it in my Atraxa deck?
I would give it a 3 out of 10
I do run it in my Lord Windgrace deck which i have used to make infinite turns in jund colors
how ever its not really a combo its more of a boardstate to pull it off so the card by itself is still weak
I would suggest a much more fun card Chaos Wand to replace it,
I once had a pod were i blew out all of one opponents spells the only thing he had left was a Nexus of Fate lol that was epic

Chaos wand so good. Well sometimes. That's why its chaos. But so much fun. I love activating that and watching the table hold their breath as you flip though the players deck.

It seems to me that the majority of users here do not think that the scepter is a particularly good card, so I shall not use it in my deck; thank you for the advice.

The issue is if you have blue and you are going for extra turns you should be using Nexus of Fate it shuffles back in your library even if it gets countered and it is instant speed

your running ebr
artifacts are good for giving you abilities outside of your color range which is why in 4 and 5 color decks my artifacts are just color correction

There is another card about which I wish to ask, but, rather than start another new thread, I shall ask about it, here.
How does Otherworld Atlas compare to Temple Bell in an Atraxa deck? It has a higher initial cost, but the payoff is far greater; the only problem is that I worry about allowing my opponents to draw as many cards as I am drawing, because that obviously would not be a good thing. What does everyone else say about that?

atlas would be better then bell because you can take advantage of the proliferate
personally though i don't like helping others draw cards

Ramble, nearly every one of my EDH decks contains Temple Bell, because of how useful it is, but I must admit that Mindless Automaton is also very appealing (I would like to see it reprint with new artwork, because that current artwork is not particularity aesthetically-pleasing).

DemonDragonJ I know it's only adding a card you'd have to find another way to replace but Narset, Parter of Veils solves your problem of switching Otherworld Atlas for Temple Bell

Magistrate's Scepter is, frankly, awful. I have only seen it in 2 decks; an Atraxa charge counters theme deck, and a Chisei, Heart of Oceans meme deck (that happened to be running Giant Fan with the table's consent for silver-border). Don't let that stop you from running it if you want, but you have to jump through a lot of hoops to get more than one or two turns at most.
