You know, this beautiful Ally spoiled from Battle for Zendikar:
He seems to fit well into a control shell. We don't have to worry about allotting spaces in the 99 to creatures as he makes them for us. This could lead to a Talrand, Sky Summoner-esque strategy wherein we rely more on the creatures produced than on actual creature cards.
Let's have a go at it!

On a similar note, Elite Arcanist and Kaho, Minamo Historian would do the same thing, though Kaho on a more limited scale as you can only cast the exiled instants once before they go to grave.

Terra Eternal is most definitely going into my deck list, especially since I'm not running Armageddon effects. There are a few board wipes in the list, e.g. Supreme Verdict and Wrath of God, though, so I have to have some way to protect my lands (as the Wrath spells will hit my lands too as they're creatures).

You can also do stuff like Enlightened Tutor to grab whatever you need at the time.

That would be bonkers but Jeskai Ascendancy has red in its color identity, which Noyan Dar does not. Or did you think this was some format other than EDH, which is the only format besides Tiny Leaders where color identity is even a thing? Lol

Similar to Terra Eternal is Sacred Ground, and I've heard EDH decks like redundancy.
Manlands seem like a good option to just keep stacking counters on. Inkmoth Nexus and Celestial Colonnade come to mind. Also Darksteel Citadel and the only Fortification in Magic whose name I forget.

erabel the card you're thinking of is Darksteel Garrison which is already on my list. I will add the Sacred Ground though, as yes redundancy is great in Magic loves redundancy.

I would say that Master of Waves would be a good fit. Buff your lands, and make even more elementals.
Other effects would include things that reduce costs of instants and sorceries such as Jace's Sanctum and Arcane Melee.

You could pillowfort up, run a shit ton of counter magic, and kill with lands.

Run anthem effects to boost your lands more.
Run a little land heavy, maybe get some landfall effects going.
Turning lands into creatures is gonna make Beguiler of Wills super relevant...run Intruder Alarm for instant stealz.
Cantrip to keep that countermagic in your hand to keep beefing your lands while protecting them from wraths and LD.

DeathChant17 super awesome ideas. looking on it, my deck is severely lacking in cantrips, so that definitely needs to become more of a thing. also how does Intruder Alarm work with Beguiler of Wills, seeing as exchanging control of a creature never causes to leave/re-enter the battlefield, just to change zones?

Anytime a creature enters the field, say it's cast, if Beguiler of Wills is tapped, she'll untap, and instantly steal the creature.
But that would be stupid, cause it's counter productive.
Lands that are also creatures wouldn't untap lol. Derp
Plus lands becoming creatures aren't entering the battlefield, Intruder Alarm is not a good card for this commander deck.

You need mass vigilance granters. Heliod, God of the Sun... I'm sure you can find more.
Also the new Planar Outburst, I guess.

One possible combo would be Isochron Scepter and some cheap instant like Brainstorm. Since Isochron Scepter casts the copy, you should get the trigger off of noyan dar and get a nice Elemental.
