Shift Commander Idea I just thought of

I've been thinking every once in a while on how to possible use two commanders without breaking the format. Here's the current idea. It's based on the idea of color shifting, as well as the browser platformer game "Shift". Anyway, I just randomly thought of this idea and felt like sharing it.
Rules for the multiple commanders:1. Each commander/library must have no more than two colors in their color identity.
- Both commanders must share at least one color, and one mechanic
Shifting:
Each time you cast your commander or activate one of its abilities, you earn a shift counter.
Shift counters can only be used on shifting.
Shifting can only be done during your upkeep, and only if your in-shifted commander is in the command zone.
Whenever you cast your commander, the added commander cost applies to both of your commanders.
In-shifted is the commander/library you are currently using. Out-shifted is the commander/library you are not currently using.
The shift cost of commander is the total cmc of the out-shifted.
When you shift, phase out all permanents belonging to your in-shifted commander. Switch your in-shifted commander and your in-shifted library with your out-shifted commander and out-shifted library. Then phase in all permanents from your new in-shifted commander and new in-shifted library.
Shifting counts as casting your commander.
Dual Shift: By spending 100 shift points any time that player could shift, and skipping their next turn, a player may in-shift their out-shifted library and commander and use both library and commander until the end of the turn. At the end of the turn, the player places all commanders he/she owns in the command zone, and then out-shifts one of those commanders and its corresponding libraries. Dual Shifting also counts as casting a commander two additional times.
The dual shift idea would be like the ultimate of both your commanders, and that part would probably break the subformat XD

Trouble is trying to make a 2 commander format with simple rules, cause of all the broken stuff u could do with em if the rules weren't complex enough.

Or maybe u'd just need to make a new highlander subformat entirely :/

...or just run them in the 99. Running 2 creatures in the same deck might be format breaking all on its own though, so I don't know how you could ever get this thing to work. (sarcasm intended)
Take a big picture view of why people might want 2 commanders before trying to make rules to make it work. The rules aren't actually a problem here, but the results don't seem interesting to me.
