I love tribal builds that aren't slivers, because I want to live to turn 4. What is the best (and cheapest) tribal edh decks that magic has to offer.

Not the cheapest, but mono green elves

Not the best, but URW Giants,

Neither but as close as you can come to both, RWB warriors

Wizards is a pretty solid choice for tribal. Azami, Lady of Scrolls is a staple wizard tribal commander. College of Winterhold.

If you want a rather unconventional deck that no one will be expecting, but still manages to pull a fair amount of wins, you can always try enchantment tribal. Yes, that means exactly what it says. Lots and lots of enchantments. WUBRG Enchantments.

Elementals are pretty good. Kinda slow, but when they get going they're difficult to stop. Horde of Notions is the best commander for that.

tribal birds are kinda fun, lots of them are cheap and you can get a lot out quickly

One of my friends has a tribal Kithkins deck. Surprisingly resilient.

Snakes, druids, shamans, angels, demons, beasts... most the tribes are good.

Goblins are strong with Krenko, Mob Boss.

Elves are awesome. Wizards fantastic with Azami, Lady of Scrolls.

I personally love Zombies with Ghoulcaller Gisa.

Or you can go Tribal Ally, considering Battle for Zendikar is out and they are releasing a lot of new Ally you can use with older Ally.

Speaking of BFZ though, Tribal Eldrazi would be cool.

Goblins and Wizards. Even if you don't have the money for the most expensive ones, their sheer number guarantees you have plenty of good budget options.

The orochi(snakes) tribe can be fun, especially with Kaseto, Orochi Archmage.
