What commander should I run?

I see my self in the following situation, I build an deck for each color of the game, I did Vilis, Broker of Blood (to play self-lifeloss, as a monoblack thing), Sasaya, Orochi Ascendant Flip big 's, Evra, Halcyon Witness (as mono life gain) and mono Krenko, Mob Boss goblins
What should I do in mono-blue

Budget, less than 4$ (the commander)

Casual, so not an thing like stax or extra turns
-
An bomb in the command zone (like an / creature or like that)
-
Some core strategy for the color (like counterspells)
And I need to keep this thread so someone else can come here and say "I want an commander that way"

Kira, Great Glass-Spinner as a flying man deck seems pretty fun.
Braids, Conjurer Adept can do some pretty big things.
Atemsis, All-Seeing is a big one-shot commander.

Octavia, Living Thesis is a bomb out of the command zone that rewards blue's strength of cantrips and card selection, and can be built as a Flying Men archetypal strategy which is also iconically blue.

Slinn Voda, the Rising Deep is a fun effect, as a bomb coming out of the CZ. I like it in my Briny Deep Deck, and if you’re making “the essence of [color]” sea monsters isn’t a bad pick.

Kairi, the Swirling Sky gets my vote. Clone her, watch the clones die to the legend rule, rack up death triggers to boop everything back to opponents hands or recur spells.
I love that deck on Arena.

I think Orvar, the All-Form would be a cool commander to build around. The cars that synergies with him ar fairly affordable. He is strong though, but he does something blue usually doesn't.

I want to recommend Emry, Lurker of the Loch. For many reasons I think this card makes an interesting and very synergistic commander choice
Her creature types are merfolk and wizard which are 2 tribes/groups with a lot of representation and card choices.
Her first ability mitigates commander tax and can make casting her very minimal at any point in the game.
Her second ability loads your graveyard with targets for her third ability
Her third ability can be extremely powerful when you cast artifacts from your graveyard.
Her last ability can lock down an opponent re-playing cards like Mindslaver over and over again. It can provide repeatable removal re-playing cards like Meteor Golem. It can also create repeatable tutoring using artifacts like Moonsilver Key or do fun things with Treasure Chest.
Or, you know, just bringing back from the graveyard stuff like Wurmcoil Engine or other powerful artifacts.

My budget blue commander was Tromokratis. Just a voltron deck with tap spells/enchantments and protection via countermagic and standard voltron tools.

Donal, Herald of Wings can be fun. The deck can be made fairly cheap.

Here is a Scryfall list of potential mono-blue commanders that cost $4 or less. It's an extensive list, but a few options that stand out:
Baral, Chief of Compliance - Pretty solid option if you really want to lean in on Counter spells.
Tetsuko Umezawa, Fugitive - Little Guys Matter deck
Geralf, the Fleshwright or Geralf, Visionary Stitcher - Mono Blue Zombies, which can lean a bit more aggro than other Mono Blue options.
Kopala, Warden of Waves - Mono Blue Merfolk, and provides some protection for your fish.
Eluge, the Shoreless Sea - One of the newest mono blue options. It's a big fish that gets bigger and makes your first instant or sorcery cost less to cast.
