When to Mox Diamond?

What is the generel consensus on Mox Diamond in EDH?

Would you include it in any deck? or only when you can make up for the card disadvantage?

Has this changed with the Vancouver Mulligan (possibly upping the land count a bit)?

It's usefulness scales more with draw power than anything else. If you have a powerful way to draw cards, then you can make up for the disadvantage.

That said, I wouldn't recommend including Mox Diamond in decks that don't need very aggressive ramp packages.

You want to use it in a deck that wants to get as much mana as possible within 3 turns.

I am an idiot and like playing Kozilek, the Great Distortion as my general when i play casually. In a deck with nothing but eldrazi I need a surefire way to get at least 8 mana by turn 3.

I have another deck that runs Squee, Goblin Nabob and I realy cant say that Id ever see myself running it in that.
