A new card Idea (Victory of ______)

The idea is that each color and two color pair would have a victory card. I'm thinking it does over the top stuff in that color or color pair, is good, but yet is balanced. I'm thinking they have variable mana costs, but the mono colors will have quad color and the duals will have double of each. Here's the first example.
Victory of the Pure :
Legendary Enchantment - Victory
At the beginning of your upkeep, you gain X life and create X/2 2/2 white soldiers with vigilance rounded up where X is the number of creatures you control.
"We will stop at nothing to achieve ultimate glory!"
Thoughts? I would like to have an idea of how to balance this better. Also, if you are curious about the other colors, I am currently trying to remake them (I started this about a year ago and want to rekindle the project, and boy was I bad at wording)

My two cents: what does make this special besides being a legendary enchantment? This could also work pretty well without being a victory and without being part of a cycle (compare the beacons and zeniths). There is another cycle of legendary subtype enchantments (Honden of Life's Web and the like), but these are pretty weak. Then again, there are the trials from amonkhet. Maybe take these three cycles as an inspiration.
My second thought: a victory is a terminative event, which means it's basically a "short" event naming the very moment of victory, thus the card type "enchantment" isn't a perfect fit.

That's pretty valid, so what should it be called aside from victory?
My thoughts were playing a card like this is a finisher in it's own way, it is a victory.

I think the cards balanced compare it to Endless Ranks of the Dead maybe make it cost 1 more
