First of all I really really wish I could do card art. Secondly, I these are based on twoharacters from a novel I'm writing.
Rell Shadowstride, the Hidden Assassin
+1 Draw a card. Each opponent discards a card at random
-2 Destroy target creature
-7 Target opponent sacrifices seven permanents. Draw a card for each permanent sacrificed this way.
Loyalty: 5
Kellus, the Solemn Wanderer
+2 Target opponent sacrifices a creature and loses 2 life.
+1 Put a 2/2 White Nomad token onto the battlefield.
-9 You get an emblem with "Creatures you control have vigilance, lifelink and double strike" and "At the beginning of each upkeep your opponent sacrifices a creature or loses 2 life."
Loyalty: 4

rell is too good. lower the start loyalty to 3. as for the other one, his +2 is too good. it should be "or" not and.

All of your walkers are too good. Both of their + abilities should be - abilities. Give me a reason why I wouldn't just +1 Rell every turn?

well, they might have a nekusar with infect and have a revealed hand of Obstinate Baloth effects, there u go.

@ JWiley129 I can't really think of anything else without adequate feedback. I find it immensely irritating when people have criticisms but don't have suggestions to support those criticisms.

Ok, well your new designs are much more balanced than their first designs.
Rell seems better now, but I don't like the +2 for target player draws a card, I'd rather it be closer to Jace, the Living Guildpact's +1, and also for it to be a +1. That lets you up the loyalty a bit.
I'm willing to be more lenient with Kellus's power level since they are 3 colors. I don't like him having two + abilities, maybe make the token generating ability a -2? Also the emblem should be either or, not both. As is that emblem is just hands down unbeatable. It is beatable with one clause or the other, but both is just unfair.

JWiley129 how's this? I supposes my main goal was to make these semi relevant to Modern (if only in my head).

Kellus seems better, but +1 make a 2/2 is still very good, regardless of the other abilities. Not that I would swap it with his -X.
Rell's +1 seems more fair than the original version, but I don't think that +1 should be like that. I think it'd work better if it was a looting effect. Also the -2 probably should be -3. to destroy two creatures is VERY good.

I feel like you are asking for help designing these two cards with only half of the information. Sure as the thread continues, you are refining them to some degree of power, but with more information perhaps we could help you more.
What format(s) do you envision these for?
Are there existing decks/archetypes you are envisioning these in?
Lastly, these are based on characters in a novel you are writing, yet we know nothing about the characters. It would be difficult, for me at least, to offer suggestions for abilities not knowing if your characters would possess/use said abilities.
The current versions you have seem fine as generic Planeswalkers, strong in standard although I am unsure of modern or older formats. I agree that +1 for a 2/2 is a little strong, but on a tri color walker maybe not game breaking. -2 to destroy a creature is pretty powerful, I would maybe add a restriction ie:power/toughness/cmc 4 or less, or raise the loyalty cost/lower starting loyalty or even something like -5/-5 instead.

8bitJesus in my last post I clearly stated I wanted these to be relevant to modern. I honestly didn't think my characters' back stories would be remotely relevant considering you probably do not want to read a pages and pages of notes on these two alone.
If it eases your mind I could indeed write out everything I have, but you'd be waiting for a while.
