Dynavolt Tower is a nice card, but it uses energy counters, which are a new mechanic introduced in Kaladesh, and, thus, very parasitic, meaning that there are few cards outside of the Kaladesh block that shall be able to support it.
Therefore, I have created a variant of it that uses charge counters, which have been in the game since its beginning and thus have far greater support, as seen, below:

Since charge counters are so commonplace and, thus, easy to place onto permanents, I made this card so that it gets only a single counter per casting of the appropriate spell types. Also, I disliked the fact that the tower does not allow paying of a variable amount of energy counters to deal a variable amount of damage, so I gave the altar that ability, and added a mana cost to prevent it from being too powerful.
What does everyone else say about this? What do you think of this card, and do you have any suggestions for it?

Paying to do is pretty crazy, especially since this fits perfectly in Burn. I would buy 8 copies...

Agreed, if the cost was 1, I'd play the shit out of it in burn. :D

It seems that most users here feel that paying only 1 mana to deal a variable amount of damage is too powerful, but I definitely believe that paying X mana would make it not very powerful, at all, since dynavolt tower does not require any mana to use its second ability.
What if I removed the mana cost of the second ability, but made it so that it could deal only a set amount of damage, such as three charge counters for 3 damage? What if I made the cost 2 mana for a variable amount of damage?

A variant of this card already exists in Sphinx-Bone Wand though it's so highly costed that I've never found a deck, even in EDH, that could effectively run it. I feel like your version is fixed, and probably could see play if it existed.
