Are there any decent android apps for making custom cards on my phone?

Somebody would be using symbols that have been trademarked by WOTC, as well as the entire IP of magic, to earn downloads and presumably make money. It’s illegal to use another persons intellectual property for personal financial gain.
And even if it’s for free, game freak has canceled plenty of Pokémon “Rom Hacks,” of which all are free, for using their IP. So I just think it’s an illegal thing.
I am not a lawyer.

I mean theres like half a dozen computer programs that you can make custom cards in and wotc hasn't taken of them down.

Those are also illegal.
I’m not saying WOTC is going to chase every app and program that uses their IP, untap.in illegally hosts games of MTG and I have been playing there for years.
What I am saying is that nobody is really going to put the effort in to make a distributable magic app that could very easily get copyright stricken and the creator in deep trouble.

No, I think any app like that would technically be illegal, since they would illegally be using WOTC’s IP.
