I think that even if his power was just equal to the number of creatures in graveyards, he would still be unplayable. If you gave him intimidate and a cheap intimidate, then he would be fine. Here's how if change him:
Korti, the Punisher
Legendary Creature - Demon
Intimidate
Exile a creature card from a graveyard: Regenerate Korti, the Punisher.
Korti's power and toughness are equal to all creature cards in all graveyards.

Ok so the issue I guess is phrasing.
Ideally, he's supposed to be like deaths shadow except actually able to become a creature worth using when you pair him with a ton of kill spells or sac outlets. Of course, this is only a first draft of his card.

If that's the goal, I'd scrap this idea and start from the drawing board, for two reasons: firstly, this ability works scores better with a mill strategy then with a morbid strategy; secondly, two best work around a strategy, you want a commander that isn't just a "big creature", you want a special ability that will push you forward in the game in more ways than just a big, chump-blockable creature.
Try using an ability that starts off like "whenever a creature dies," and see where it takes you.

Alright, I think I'll do that. I can see why it'd probably work better with mill than anything else though.

Creatures can't be regeneratedIf a creature is in a graveyard, it can't be returned to play, exiled or to a players hand. Morbid- whenever a creature dies, put a +1/+1 counter on ~ and target player sacrifices a non-token creature.

Ok so rewording the morbid trigger...
Morbid- if a creature died this turn, target opponent sacrifices a non token creature.

So that would have to be either when it ETBs or at upkeep.

I would say as an etb effect, because otherwise it'd automatically make you a giant target for playing it.

You could phrase his ability as:
Creature cards in graveyards can't be moved to any other zone.
Also I feel the regeneration clause is a bit much, seeing as WotC doesn't make a whole lot of regenerate as it is, and it allows people an out to his static ability. But, all in all I like where he is going.

Morbid could still work, see the way it's phrased on Deathreap Ritual and Reaper from the Abyss.

Not really a commander, but a side creature. His ability would make him obnoxiously powerful on turn four. Consider rethinking his power so that he's not getting progressively less powerful as the game drags on. Meh. It's like a reverse Death's Shadow, but less interesting.
