What should the card name be?
What should the mana cost be?
What is the purpose of the card?
Enchantment
Whenever an opponent discards a card, that player draws a card.
The purpose of the card is to cause Sadistic Hypnotist + Nath of the Gilt-Leaf to go from "Oh, you've locked us out of a hand, hope my board is good enough." to "Oh, you've killed us all."

So basically if they make it to cleanup with 8+ cards in hand, they autolose? Seems dumb.

I hate this card TBH. there are almost NO situations this would be good.
I would suggest either reversing the wording and making cost 6 or 7 ish for EDH, or have it be mono-red and affect all players, with a cost of 3r and discard 1, maybe 2 cards, or have it cost 4r and make it into a last ditch effort.

Well, Epochalyptik wins the prize.
You have to fill their hand for it to do its thing. Meanwhile, a discard outlet gets them exactly what they want by way of infinite looting. Balance?
Any suggestions on name or cost?

The issue is that it's just outrageously risky for you. Your opponent can turn it off by casting something, so it's not a guaranteed kill. And you have to either get your opponent to draw extra cards or hope that he/she draws too many (unlikely because this is an enchantment and will be staring them in the face as they play) in order to get it started. Plus, the filtering this provides in the meantime is pretty broken—for your opponent.

Yeah its on the same lines as Forced Fruition. Can win you the game, but is dangerous as all hell in the meantime. That's why I struggled with the mana cost.

This is just bad. And not "bad in Standard/Modern/Legacy" bad but "bad in casual and EDH" bad.
Essentially the card does nothing until your opponent decides to draw 8 cards and move to cleanup, whilst making it impossible for you to have any form of hand control. This card is the perfect example of a Johnny player realizing that they could make a silly infinite combo deck only to realize that the card they need to finalize the combo doesn't exist.
Magicrafter's actually has a use-it stops hand control. Yours does nothing.
Sorry if that came out harsh, I'm not one to sugarcoat criticism.

It's definitely a narrow card, but a lot of combo-esque cards are. It obviously needs to be in a deck with stuff like Vision Skeins and Temple Bell. Maybe a Stasis/Howling Mine shell. Anytime you give your opponents cards you're asking for trouble, but this is the kind of card WotC throws to us dungeon johnnys every now and then. Still I don't think they would touch this with a ten foot pole as looping steps is a big no-no. It's not for the faint of heart and no apologies necessary this is what forums are all about.

So this card essentially gives opponents the ability to rummage whenever they discard? Seems bad.
