Why doesn't something like this exist?
Name: Blinking Medallion
Mana Cost: 5
Type: Artifact - Equipment
Rarity: Rare or Uncommon
Color / C. Identity : Colorless / Colorless
Rules:
Equip 2 (2: Attach to target creature you control. Equip only as a sorcery)
Equipped creature has "T: Exile this creature then return it to the battlefield under its owner's control."
Flavor: Through decades of inter-plenary travels, this medallion absorbed so much power it planeshifts seemingly at will.
Off-rulings:
Blinking Medallion detaches from the creature as it is exiled and does not attach to it when it returns.
The creature returns to the battlefield untapped, with summoning sickness.
I actually based it on Conjurer's Closet, which is accessible to every color.

Probably because blinking is pretty damn powerful in certain deck types.

There could be something like this as well:
Name: Vanishing Powder
Mana Cost: 2
Type: Artifact
Rarity: Uncommon at best
Color / C. Identity : Colorless / Colorless
Rules:
, , Sacrifice Vanishing Powder: Exile target permanent, then return it to the battlefield under its owner's control.
Flavor: "Aaaand... It's gone!"
Off-rulings: None
This would also be interesting, especially with the void mana making you go the extra mile to activate it.

It is also similar to Eldrazi Displacer which made some waves too. Blinking is just a really strong ability when you have strong etb triggers.

Yeah, I suppose flickering something like Desolation Twin would be way too strong.

Never mind about my last comment, I didn't read the card right.

With cards like Tidehollow Sculler and Wasteland Strangler you can pretty much machinegun thier hand and their board

Yeah, but I found out more interesting combos:
Felidar Guardian + Restoration Angel + Panharmonicon + any ETB draw = play entire deck, assuming you have lands that don't enter the battlefield tapped.
Qolorful says... #2
So pretty much a debuffed dead-eye that can go in any deck?
I'd imagine they haven't made it because they don't want dead-eye to be accessible to every color. Maybe I'm wrong.
I like the idea
