at the beginning of your upkeep, put a charge counter on ~. then, if ~ has 6 or less charge counters on it, search your deck for a creature card with CMC equal to the number of charge counters.
It's kinda slow honestly. Unless you could put charge counters quicker than once a turn and didn't hit any ramp whatsoever, it'd be turn 11 before you could search for anything, and by that time it's probably destroyed. AEther Vial and Captain Sisay would work much better. Also does it go to your hand or onto the field?

Seems a little bit like Hibernation's End, but cheaper, minus the cumulative upkeep, and with an upper limit. I don't really feel the white in the card, though. Does depend on where the creature goes, though, like dbpunk said.

Im guessing the whiteness of the card really comes from how it resembles cards like Captain Sisay or similar GW creature search cards.

The mana cost wouldn't do that much, since there are many other turn ones I would want. If anything, the biggest issue in its playability is the number of charge counters needed. If GW had a good amount of proliferate effects, that wouldn't be a problem. And even with the counter doubling effects out there right now, it's still extremely slow and clunky.
If you want it to be playable, I'd say 4 counters. If you want it to be really good but have the same concept, I'd say 2 counters at most.

no... not really overpowered. Fun, but it takes too much time for it to be overpowered. I would rather run AEther Vial.
