I feel like Hulk should be R/G or even just R. His philosophy of "Hulk Smash" is more of a red plan than a green plan.

The Hulk is literally the embodiment of anger, so I agree with these two in that he should definitely be red.
Also, I would keep Banner as an artifact guy. I mean, he WAS a scientist working with a giant gamma radiation thingy-mabob when it exploded, right?

There should be a clause that reverts him back to Banner if he doesn't take/deal damage for a turn or something like the werewolves and their spell clauses. Also Bruce should be a 0/2. He has no combat skills or weapons of any sort and is basically just a human. I wonder how that would work with the 'dealt damage' clause though. Could it be made instant speed so he couldn't die from the damage and instead just change? Because he is basically invincible; he says in the first Avengers movie that he put a gun in his mouth and spat the bullet back out.

He should turn back into himself. Banner should be a 1/1, maybe a 0/1. Also pretty cool, since I just saw the Avengers yesterday :)

Bruce should be an 0/1, he was just a scientist. Hulk is fine as a 4/4, but add, "If The Hulk is targeted by a spell, counter that spell and transform The Hulk tapped. He doesn't untap his next untap step."
This way, you can't directly buff him and your opponents have a way to manage him.

See what I mean? The Hulk doesn't die to a Gut Shot, that doesn't make sense. XD

Yes, true, but you need some way to manage him so he isn't OP. Keep in mind though, all it takes is a Gut Shot of your own to make Bruce into The Hulk!

Some excellent feedback, guys. While I'll be damned if the Hulk is going to be nongreen, you're right that he should be red. He's the GRUULiest of the superheroes.
Now the Hulk is effectively triggered by any damage, honoring his more-or-less immunity. The rage monster can now turn back into Bruce if he doesn't take any damage during your turn. To compensate for this out, as well as Bruce's reduced stature (now a 0/2), the Hulk starts out as a 5/5.
Also, since tapping him to SMASH an artifact means he won't get pissed that turn, the smash is now a trigger on attack.
Your opponent has one option once: Play dead and let Hulk beat on them until he calms down! (Well, he has other vulnerabilities, and Banner can be destroyed sans damage, a loophole created to make the card more fair).

currently banner is awkward because you have to find a way to deal no more than one damage to transform him, more than that and he would die as a state-based action. something like "if he would be blocked or is blocking" would work better, but leave him open to lightning bolts.

The way he has it worded is perfect. "If he would be dealt damage, transform him instead" means he will never be dealt damage. Which is accurate because Bruce can't die from damage, but still isn't "indestructible".

I think there's a problem with the 'Lullaby' ability. If Bruce shocked once during your turn, then the Hulk wouldn't have had damage that turn and turn right back into Banner.
Perhaps something like 'When Banner transforms into the Hulk, deal 1 damage to all creatures and all players'? Instead of the artifact destruction thing? That way he sneakily does a point of damage to himself and ensures that he gets at least a turn of being the Hulk before changing back.
Also I absolutely think that the "destroy artifact" thing should be a must and apply to all artifacts. Hulk doesn't care about not smashing Banner's toys. The best he can do is to try to smash the opponent's stuff first.

Perhaps it should say, "When damage is dealt to this card, transform it, then deal the damage"? That way he'll still technically be taking it and it will make so his end clause doesn't trigger if it was your turn.

You can make Bruce indestructible and deal damage before transforming. Like stated above, he can't really die, or he'll go green

Wasn't he more biologist. Should be ceeature spells. Also, hulk should start out bigger.
