So, I was thinking today, now wizards apparently thinks Lightning Bolt is too strong for a reprint. But, is there another effect for burn as powerful that could get printed? I know they don't like "free" cards anymore, but I was thinking of something along the lines of.

Mana cost: 0
Instant
"Unoriginal Name Here" deals three damage to target creature or player. Deal three damage to yourself.
Too busted? Probably. Well, definitely since it could go into any deck. Maybe if it said something along the lines of you can only play _ if you control a mountain. Anyways though, what are some other burn spells along the power level of Lightning Bolt that could possibly be printed? I'm just dreaming of a world where Lightning Strike isn't the best we have to hope for.

What if there were a cycle of really powerful spells that couldn't be cast if you controlled a certain mana source?
Like "deal 3 damage to target creature or player. Cardname can't be cast if you control a blue mana source.

Wizards has repeatedly stated they won't ever do another 3 damage spell for 1 mana. It's just too powerful. Probably the best you could hope for would be Lightning Strike with an upside like "scry 1" or "can't be countered", etc. Possibly even with a cantrip attached? Although that seems OP considering Electrolyze costs 3.

Yeah cantrip would be so op. It'd be banned in legacy. I think 3 to a creature instant for R is plausible, but that's about the best you could hope for. Burn decks would be in love with your card. It's waaay to fast to be balanced.

That seems like a 0 mana Flame Rift (yeah it deals 1 less i know, but it's 0 mana for this mode) with more flexibility at instant speed. It's a bit too good.

I mean, it's not OP in general kind of sense. It's a strictly worse Lightning Bolt, but in the context of Wizards having said that 1-mana for 3 damage is no longer a thing, it still could be considered a bit too strong.

One : you need to have a line starting what color it is or else the spell is colorless and that causes issues
Two : it's not just a burn spell, it's removal too. That's dangerous. Free removal gives control decks a lot of power. Probably too much power.
