Ok, heres how this works. You create a card to the specifications of the person above you, then list your own card idea for the next person. I'll start.
Variety XX
Sorcery
If X is 2 or lower, draw X cards. If X is 3, put X +1/+1 counters on X target creatures. If X is 4, return X target creatures from your graveyard to the battlefield. If X is 5 or more, Variety deals x damage to target creature or player. If X is 10 or more, you win the game.
Create a life gaining multicolored Turtle with power twice it's toughness or vice versa.
Niril, The Destroyer
Legendary Creature - Aetherborn Berserker
Niril gets +1/+1 for each +1/+1 counter on it.

Power Shift
Instant
As an additional cost to cast Power Shift, exile your hand.
Gain control of X spells on the stack, where X is the number of cards exiled as you cast Power Shift. You may choose new targets for those spells.
On Grixis, everything will turn against you--even yourself.
I propose a bit of bookkeeping. I spent way too much time last night going through the card creation challenges, and I noticed a handful of challenges that never got completed. These are:
MagicalHacker's post 2027: "Make an eldrazi beeble."
ThinkJank's post 2066: "Make a creature that makes a Theros parallel to Achilles."
Mythicshade's post 2273: "Make a parody of your favorite plansewalker card."
nowis2000's post 2333: "Make an enchantment land"
pizzagod13's post 2348: "Make a card that is a copy of any legend in the same colors"
Player3.14's post 2374: "Make a card called raise the roof."
_person_"s post 2619: "make a green/colorless/red one" (the context here is counterspells)
Choose one of these, and if you can't think of a new challenge, bring of these back.

The Silver Moon enters the battlefield tapped unless you control no other lands. When The Silver Moon enters the battlefield, exile target creature an opponent controls until The Silver Moon leaves the battlefield.
: Exile The Silver Moon. Return it to the battlefield under your control at the beginning of target opponent's next combat phase.
The Silver Moon cannot be tapped for mana if it is not a main phase on your turn.

Might need better templating and I don't know if the rules could handle it, but seems decent.

Aether Compass
Artifact
Whenever an opponent activates an activated ability of a land, you may copy that ability. You choose new targets for it if it has targets.
The aether streams on Kaladesh can be interpreted by the skilled eye, and can guide explorers to strange new lands.
This copies fetchlands, and any other relevant land abilities, which would be fine for standard, but would enable a sick ramp deck for modern, fetching you a land whenever your opponents fetch.
Might not be quite powerful enough though.

Ludevic always had one more line of defense from the torch-wielding mobs.
Hm, that's more like forcing 13 creatures than gravitating. Create a new version of any legendary creature in the same colors as the old one.

Counter target spell. Add X mana to your mana pool at the beginning of your next main phase, where X is the amount and colors of mana used to cast that spell.
Make a 2 mana creature that can crew any of the vehicles. But make it fair.

The Blind Eternities
Plane
When you planeshift to ~, exile all non-planeswalker permsnents until you planeshift to another plane. Then each player with no planeswalkers reveals cards from the top of his or her library until they reveal a planeswalker card. They put it onto the battlefield and shuffle their library.
Chaos: Double the loyalty counters on each planeswalker you dont control.
Someone please fix the grammar on that card but the real challenge is to create a 4-drop legendary creature that isnt competitive as a commander but would be super fun to play for almost anyone. Oh, and exactly 13 words in the rules text. (Yes, it take more words to describe the challenge than the card gets. Also, feel free to go nuts on flavor text since there's stop much room FOR ACTIVITIES.)
