Ok, heres how this works. You create a card to the specifications of the person above you, then list your own card idea for the next person. I'll start.
Variety XX
Sorcery
If X is 2 or lower, draw X cards. If X is 3, put X +1/+1 counters on X target creatures. If X is 4, return X target creatures from your graveyard to the battlefield. If X is 5 or more, Variety deals x damage to target creature or player. If X is 10 or more, you win the game.
Create a life gaining multicolored Turtle with power twice it's toughness or vice versa.

The best outcast for Azorius is one who aims to create a more falwed order than theirs, and what better way to do that than to try and revive the Nephilim.
Orvan’s ability works incredibly well to cast the of nephilim cards, fixing for the colors you don’t already have.

How to be an Izzet outcast? Only repeat boring experiments to confirm or refute pre-existing results.
Create the Golgari outcast. As an inspiration, maybe do something unrelated to the graveyard? How about something dealing with activated abilities? That way, our outcast cares about the living and makes them more resistent to rot and decay. Seems prettyun-Golgari to me. But feel free to be creative if you have another idea.

The idea for my Golgari empress is that she wholly rejected the cycle of life and death, in favor for the cycle of artificial creation and destruction.
Quite blasphemous for the Golgari, if I do say so myself.

Based on a dream I had recently which, not gonna lie, felt like I was in Skyrim from The Elder Scrolls.
I located a large Nordic battle axe, which physically looked similar to the Iron Battle-axe in Skyrim, albeit slightly different and was made of this glossy, mirrored black material.
Whenever I swung the weapon, mirage figments that would blur light around them swung in the same manner, essentially causing the weapon to separate into multiple weapons. For example, swinging the axe downward like you would to chop would could make two or three mirage figments to materialize next to it, all striking down in the same manner with the same forces. Like Blade of Selves
It was really awesome. Also, the weapon summoned and conducted lightning. Not sure why that was there, perhaps as a calling toward Stormbreaker from Marvel?
Anyway, the axe name was Thuumethraxor. Yes I am aware that the Thuum is the dragon shouts in Skyrim.

Manaverters, first established on Dominaria but later developed on other advanced worlds such as Vryn and Kaladesh, are scientific instruments that mimic leyline energy to formulate a composite of variance such that one type of mana is converted into another.
A nice filter for those more complex decks :3

The beauty of a supernova, is the total and complete annihilation that follows
It's tough to really embody and blackhole in a magic card effect, but I think this captures it pretty well.
Create a decision-making card that if the caster chances it and fails or loses, there is a clause that they lose the game.
