Ok, heres how this works. You create a card to the specifications of the person above you, then list your own card idea for the next person. I'll start.
Variety XX
Sorcery
If X is 2 or lower, draw X cards. If X is 3, put X +1/+1 counters on X target creatures. If X is 4, return X target creatures from your graveyard to the battlefield. If X is 5 or more, Variety deals x damage to target creature or player. If X is 10 or more, you win the game.
Create a life gaining multicolored Turtle with power twice it's toughness or vice versa.

PhotogenicParasympathetic Overload wouldn't work with Lightning Bolt, as it would say "Lightning Bolt deals 3 damage to any each."

Instant — Cantrip
Cantrip (This spell cannot be cast in response to a spell.)
Target creature gets +0/+4 until end of turn.
Make another Cantrip, preferably blue.

So I don't really keep up with Modern anymore, although that use to be the original format I played. My understanding is that Lantern Control basically seeks to win by way of advanced knowledge and card denial, thanks to Lantern of Insight.
One good way it could help is by allowing you to keep Lantern on the field longer, for little to no cost to you. So here's my thoughts.
And realistically it's a card that would greatly benefit all of MTG but it works for this challenge, also.
Maybe the cycle of lands can be called something like "Recovery Lands"
{TypicalTimmy is unable to come up with names for land cards; No this isn't just a meme; I legitimately struggle with this for some reason}

You may have {Land Name} enter the battlefield tapped. If you do, return target card with mana value 1 or less from your graveyard to your hand.

I'm not sure if they should be subtyped or not. Being able to tutor a Swamp, for example, that you can willingly have enter tapped so you can recur a 1 mv card is kind of absurdly powerful.
Anyway, that should sufficiently suffice, lol.
Sat a while so let's do something fun.
Make a 5 color Dragon. Bonus points for it being non-legendary.

Chromatic Egg
Creature - Dragon Egg 0/1
Defender
Chromatic Egg enters the battlefield with X +0/+1 counters on it, where X is how many different colors of mana were spent to cast it. If X is 5, double the counters on Chromatic Egg
Dragon creatures you control get +1/+0 for each +0/+1 counter on Chromatic Egg.
We know dragons come from eggs, lets see a different creature's egg next

Sliver Egg
Legendary Creature - Sliver Egg

When Sliver Egg dies, create a token that's a copy of Sliver Egg, search your library for a Sliver card, reveal it, shuffle your library, and create a copy of that Sliver, except it's a 1/1, then put that card on top.

So, here's how it goes:
Sliver Egg dies --> Create copy of Sliver Egg --> Search for sliver, shuffle, and reveal it --> Create a 1/1 copy of that sliver --> Put sliver on top of library --> Sliver Egg goes in graveyard.
Make a Cantrip (see about four comments back), preferably blue.

The majority of the phyrexian 1 mana spells have seen alot of play like Gut Shot Noxious Revival Surgical Extraction
and 2 of the most broken cards of all time Gitaxian Probe and Mental Misstep both of these cards are in a shout for the power 10-19
anyway
make a one mana phyrexian card that 2010 WOTC would think aren't broken
(Also I unironically think mental misstep and gitaxian probe are actually almost underrated just how powerful they are, despite being banned in most formats because neither are very good in commander but in 60 card constructed if they where both legal in legacy and vintage every deck would run a playset of mental misstep and probably also gitaxian probe)

Right now, my most played deck is But if you smash one helm... Working on upgrading and refining it, still has a way to go, but I like its direction. Currently struggles with indestructible--losses to Blightsteel Colossus, Etali, Primal Sickness Flip, Mithril Coat...

Ferocious - If you control a creature with power 4 or greater, creatures you don't control lose hexproof and indestructible until end of turn.
Damage can't be prevented this turn.
Target creature you control fights target creature you don't control.
Same challenge, but I'm going to expand it a little bit. Create a perfect card for your most-played deck in any format.

Mill three cards, than return a permanent with converted mana cost three or less from your graveyard to the battlefield, then mill three more cards if you control a vehicle.

Unfortunately right now I literally only have 1 commander deck (Miirym, Sentinel Wyrm) and nothing else. This is because I've long since sold my entire collection with the exceptions of scraps of old decks and boxes of commons and uncommons that honestly should just be tossed into the garbage at this point.

When Protoplasmic Dragon enters the battlefield, you may have it enter the battlefield as a copy of another creature, except it's a Dragon Ooze in addition to its other types.

So yes you could have it target and copy anything, or honestly you could also just keep it as a 6/6 flyer with ward which isn't that bad either.

+2 Scry 2 then draw a card. Add . Spend this mana only on creature or planeswalker spells.
-4 Create a 6/6 creature token. Choose up to two colors and two creature types. It gains those as it's identity.
-12 Gain control of all permanents until end of turn. Untap them, they gain haste. After your first combat phase, there is another main phase followed by an additional combat phase.
Timmy, Board Impact can be your commander.

-6 Add . Until end of turn, whenever a triggered ability of a permanent you control triggers, it triggers an additional time.

If I understand correctly Spike is simply hyper competitive and wants to win at all costs. My guy is the natural enemy of the Johnny who enjoys stupid slow combos with cards that no-one had even conceived of putting together for a deck with a 30% win rate (but that 30% is hella satisfying) for the top deck of a format. Trying to edge out a 55% above curve win rate. (as a member of the johnny community i find spike to be the opp)
This is a Spike for the current modern format where red and white burn/ energy is just amazing.
Make another Spike planeswalker for another format or another time (for example in 2020 hogaak was crazy good and Spike would've done graveyard shenanigans or in standard a few years ago uw control dominated and Spike would be drawing cards and everything)

-3 Copy the next spell you cast this turn if it is historic and is of one of the three chosen sets.
-9 You get an emblem with "At the beginning of each of your phases, add and draw a card. You have no maximum hand size."

-1: The next instant or sorcery spell you cast has your choice of Cipher (you may exile this spell card encoded on a creature you control. Whenever that creature deals combat damage to a player, its controller may cast a copy of this card without paying its mana cost.) or Epic (For the rest of the game, you can't cast spells. At the beginning of each of your upkeeps, copy this spell except for its epic ability. You may choose new targets for the copy)
-4: You may reveal a creature card from your hand. That card gains mutate until end of turn, The mutate cost is equal to it's mana cost. (put it over or under target non-Human creature you own. They mutate into the creature on top plus all abilities from under it)

Mels are only doing degenerate things with this card. Attempting a card somewhat similar to a card earlier in this threat I think by StarRushford by giving Overload to any spell. That would break the game. And I imagine (especially with the mutate ability) some interactions just break the game and wouldn't work properly.
But hypothetically speaking it's kinda cool to imagine random combos to make with this card

Constellation - whenever an enchantment enters the battlefield under your control, Exile the top card of your library
at the beggining of your upkeep put all cards exiled with Camp fires stories into your graveyard.
Once per turn you may cast a card exiled with ~ without paying it's mana cost.

I was looking at existing cards that could be busted with overload. and tbh I was slightly underwhelmed that I couldn't find any crazy interactions. I mean there's cool and slightly broken things but a two card expensive combo should be crazy. Cards like Act of Treason, or Kefnet's Last Word and Commandeer, to just take over the entire board.
But if that challenge was to just break the game Donate exists.
If you overload donate it says: Each opponent gains control of each permanent you control...
I assume a black hole would appear.
