Would the spell/ability counter and the second ability function as I think they will?

I get what you're going for here but all-together it just can't be made to work within the current rules. The general rule that "can't" beats "can" will mean there's no universal way to stop an effect like "creatures can't attack this turn" etc. from affecting objects.
Some of what you want can be handled with "combat damage from sources you control can't be prevented".
As for the rest, there's a seriously meta line of text that's never before appeared on a card: "you may ignore restrictions when declaring attackers and blockers", but using that is bound to have some major unintended consequences (seriously, don't do it). Beyond that I don't have any helpful suggestions.
The wording of the third ability is overly broad. What happens if an attacking creature leaves the battlefield, or changes control in the middle of combat? I think you'll just have to abandon this part if you want to make the card work.

Kinda thought I was being overly aggressive with regard to this one's composition. Flavor-wise I'm a huge fan of it just the same.

How about this:
"Minotaur creatures you control must attack and block each combat.
At the end of each combat, if a Minotaur you control that was able to attack this combat dealt no combat damage, ~ deals X damage divided as you choose among any number of target creatures or players, where X is the total power of each Minotaur that didn't deal combat damage this turn. This damage can't be prevented."
Too wordy? Too weird?

Certainly an interesting card. A bit wordy, and arguably overkill. I really like that you included flavor text, though. It's a nuance most custom card makers drop.
Personally, I would do it like this:
Minotaurs have vigilance
Tap: Gain control of target minotaur until end of turn. Untap it. It gains haste and unblockable until end of turn.
Untap: Prevent X damage to target minotaur you control, where X is Asterion, Maze Vanquisher's toughness.

*Ammendment: So, the thought occurred that the above card can tap and untap infinitely, so add a "once per turn" restriction to both abilities.

I like #5.
It needs another side to the coin though if it forces you to block too, like if they don't block because nobody attacked they deal their damage to target creature. A field full of Minotaur would be stupid powerful though, especially if it allows you to target a player.
I'd word it like this (if you take this direction with the card):
"Minotaur creatures you control must attack or block each combat if able.
When attacking, Minotaur creatures you control may deal combat damage to target Player or Planeswalker as if they were not blocked.
When blocking, Minotaur creatures you control may deal their combat damage to target attacking creature."
That would allow you to distribute damage to a single attacker if you want while declaring blockers on multiple creatures and it's not completely broken because they are not also dealing damage to the creature they blocked. This would also give Minotaur a serious edge in Aggro by dealing damage directly even when blocked, and it's somewhat balanced by the fact that they don't damage defenders and could themselves be killed while leaving your opponent with free attackers.
This could be a very interesting combat dynamic to deal with. I'm pretty sure that it would never be printed for only 3 mana though. I think he would have to cost like 5 mana, 4 at the lowest.
Neat idea. I don't think we'll have Standard Minotaur again for a while though since we just finally got them in Theros block a few rotations ago. I did enjoy me some raging bull... Too bad, but perhaps this could be considered for the "Return to Nyx" rotation in like 3 years :)

How about:
Minotaur creatures you control must attack or block each combat if able.
Warrior creatures you control must attack or block each combat if able.
At the end of each combat phase, if an untapped Minotaur or Warrior creature you control dealt no combat damage this turn, it deals damage equal to the greatest toughness among warrior or Minotaur creatures you control to target creature or player.

Also I'd suggest changing the mana cost to . That way, it gives you easier access to the black minotaurs like Ragemonger while not forcing you to play both colors if you don't want to.

Wait, if combat damage can't be prevented, how would it ever not deal combat damage? Did you mean to say that if it does not deal damage to a player? That would make more sense and basically turn all of your Minotaur into 2/3 mini Rhox. Otherwise as it is the only way the second ability would trigger is if they have 0 power.

Well it would also be triggered by "battle-bounce" effects, such as Illusionist's Gambit and similar.
It would also reduce the versatility of opposing instant speed "gain control" spells such as Act of Aggression.
