Sure it's weird. Sure it may be broken. Sure, it may not be playable, but come on, someone could build a fun deck around the concept.

(2)(UUU): Put Ephemeral Elemental from any other zone onto the Battlefield. (Zones are: Graveyard, Exile, Hand, or Library)

You should have a look at this, it uses an activated ability from your library.

Considering that you'd only have that card if A) you made a proxy of it, or B) you were the 1996 world champion, I don't think it really applies.

hmmm, I think I would play it (at least as a sideboard card) if it were less circumstantial and would, specifically, target exiled cards (other than itself).
So something like (2)(UUU): return target exiled card to your hand
What also would be sweet:(2)(UU): Target card gains split second

I know ante cards aren't legal in any format, but what if you worded it like "Exile CARDNAME from your deck before playing." "
: Put CARDNAME from exile, your hand or graveyard onto the battlefield.
I think this would clean it up for rules issues, although it would be VERY powerful. Restrictions like Sorcery speed and Legendary might need to be added.

Doesn't work within the rules. Cards in libraries can't activate abilities; the closest you can come is Panglacial Wurm.
