When Spell Catcher enters the battlefield, Counter target spell. If that spell is countered this way, exile it instead of putting it into its owner's graveyard.

What I would do is
Spell Catch - 
Enchantment
Flash
When ~ enters the battlefield, counter target spell. If the spell is countered this way, exile it instead of putting it into its owners graveyard.
Whenever ~ leaves the battlefield, return the exiled spell to its owners hand. That player may cast that spell until end of turn without paying it's manacost

But why does it have to be an enchantment, instead of just an instant? And why not an artifact, which seems to be even more thematic?

Boza Countering something is blue's ability and artifacts are usually colorless(little exception like Esper's or Weapons of gods). I made this card in artifact at the beginning but I thought enchantment is better then colored artifact. in thematic view, enchantment can be considered somekind of spell that bounds other spell. I thought it's ok so I changed.

Boza instant can't linger on battlefield so I choose artifact/enchantment. cuz I wanted to make some spell capturing card. I can use artifact token like Shadow's over Innistrad's clue token but I prefer non token version of this. that's why this card isn't instant and artifact.

But god weapons are enchantment artifacts... Especially when spell catcher evokes a "lighning in a bottle" scenario. Art for such a card would be like a flask or a vial (ie Alchemist's Vial).

Boza I'm thinking about some sigil that can bind magic. I named this card when I was thinking artifact version of this. I would name it differently for enchantment version.

this feels a tad like Decree of Silence but more playable.
