A buddy of mine was crafting a legend for EDH. After a while, this is what came out of it. Thoughts?
Card Name
Legendary Creature - Goblin Shaman - Tap: Copy target instant or sorcery spell you control twice. You may choose new targets for the copies.

I think it seems fine. Although you do get more copies, you have to pay a total of 2RRRR in addition to the spell you're copying. If this is the commander, it will cost even more if it has been recast. Additionally, in a 4-player game this will die within a turn cycle easily as it's only a 2/2. If you wanted to nerf it a little, I would bump the activation up by 1.
TL;DR: Seems good but close enough to balanced that no real changes are necessary.

I mean, you could have the activation cost 
and tap to copy it X times. Then it scales more as the game goes on.
