I'm going to say yes it's fairly broken. The minus two is pretty ridiculous. I mean it doesn't need two abilities in each ability. The plus one is really cool though. The minus six also pretty neat. Really only the minus two needs to be changed. Shutting someone out of the game for two turns isn't really fair or fun. Why not change it to something like "untill your next turn, target creature can not attack or activate it's abilities. " But that's just me.
