Smothering Tithe is an amazing card, and definitely one of the best cards printed in recent years, because it is a way for white to gain card advantage that feels inherently white, without undermining its intentional weaknesses. Additionally, I always enjoy turning non-creature cards into creatures, so here is my creature version of that enchantment.
Dasha, Orzhov Tax Collector Show
First, I took the name directly from the card that inspired this one, which made sense; it is not known whether Dasha is male or female, since that name could be either masculine or feminine (although I personally believe that Dasha is female, since the name rhymes with "Tasha," which is very much a feminine name). I originally wanted to make Dasha an advisor, but the original card refers to Dasha as a "priest," so I made Dasha a cleric.
Second, I reworded the first ability, because this phrasing uses fewer letters and simply makes more sense.
Third, Dasha does not offer any way to sacrifice permanents on their own, but sacrificing a treasure is how it is used, so a player may sacrifice a treasure and the use its ability to drain their opponents, akin to the extort mechanic and also akin to how both the life and mana from Pristine Talisman can be used to draw a card from Well of Lost Dreams. Also, black and white are the two colors that most frequently sacrifice their own permanents, so Dasha's ability should trigger very frequently in an average game.
Fourth, I made this creature legendary, so that they may be used as the general of an EDH deck, and I also gave them higher toughness than power, since I imagine that a tax collector likely has a comfortable job of luxury and does not often face serious combat situations.
