When Sultan of the Desert enters the battlefield create X 1/1 red sand warrior tokens where X is number of deserts on the battlefield.
1 Target basic land becomes a desert in addition to there other types
Deserts you control have pay 5 mana: This land becomes a 3/3 elemental with vigilance until the end of the turn it is still a land

You right about Sultan i didn't want to to destroy basic land utility I figured they just gain the desert sub type but still tap for the respective mana. and yes it was meant to be 5 mana to turn deserts into creatures a little steep but not reasonable they are other creatures that cost 5 to turn them into creatures. Since this is a repeatable non tap ability it need a bit of a steep price to keep it fair
As for Snow Lord yeah it was basically snow Memnarch but that felt kinda of bland so added some extra effects may too many tbh so i'll shave the mass tap ability but i wanted it to be kinda little more powerful

The flavor is pretty on point. I like the idea you're going for. I have to say I'm really not a fan of landwalk so that's going to irk me some but otherwise the idea seems neat.
The Sultan seems a little safely costed. There's unlikely many deserts on the battlefield when you play him, so you wont get that many tokens from him. Making deserts for 4 mana and a tap ability can grant you landwalk against opponents and give more value to a later cast/ETB of the Sultan but it seems expensive to do so.
Having the desert transforming only target basic lands seems weird to me as that makes basic lands worse than nonbasics, and WotC is pretty adamant that basic lands needs to be generally "better" and/or safer than nonbasics or they are useless. It should probably also say that the targeted land becomes a desert in addition to their other types or you would effectively remove their innate ability to add their respective mana. An Island can only tap for Blue as long as it remains an Island. Additionally deserts are not a basic land type, so they cannot innately tap for any mana unless given somehow else. So in effect you are "destroying" a basic land with that ability - and I don't think that was the intention.
The payment to turn deserts into creatures; is that mana or life payment? 5 mana to turn a land into a 3/3 vigilance also seems a little too steep to be used if that's the case. 5 life to turn a desert into a creature could be interesting. It's not really in line with Naya color pairing, but red does occasionally have life payment/punishment as part of their color pie so it's not impossible.
The snow lord has a little too many abilities that would hardly fit on a card. Perhaps you could reduce the amount a bit?
I was a little unsure about the taking control scheme, but it is not that much different from Memnarch, except this one taps and have a buttload more abilities and additional colors for Commander identity. Once the amount of abilities gets slimmed down a bit I think it'll be great.
