Tap ~ Sacrifice an artifact, put X "Scrap" tokens into play equal to the mana cost of the sacrificed artifact.

RR: Tap ~ Sacrifice X "Scrap" tokens and put a 0/0 golem with modular X into play with X +1/+1 counters onto it.

You need to define the size of those Scrap tokens, I assume they are 0/1.

RR, Tap: Sacrifice X Contraption tokens, then put a 0/0 Golem token with modular X.

Rigger and Contraptions because Steamflogger Boss needs some love. The haste on this makes it a bit over the top.

The scrap tokens don't need to be creatures. Look at the gold token.

I would take the haste out. Otherwise pretty neet idea. Maybe change it from 2/1 to 1/2

The wording on first part is still off a little if you ask me.

"Put a colorless artifact token named Scrap onto the battlefield."

I mean, if you compare it to Gild that produces gold tokens.
