+1 put a 1/1 colorless sliver token onto the battlefield
-3 creatures you control are slivers in a addition to their other types until end of turn
-9 you get an emblem "sliver creatures you control have all abilities from creatures in play"
Comes out as a 3

Seems fun. Magic has always needed a sliver planeswalker. The -3 might need some work though. Overall I would run this in a sliver deck.

I feel like the -3 might ultimately be underwhelming, as ideally you'd want to play him in a Sliver deck, right?

Well, I'd probably bump up the +1 to a +2 and the starting loyalty to 4.
Still, this walker is very narrow. You would have to be running slivers, but you would also have to be running other creatures that work with slivers in order to make the second and third ability useful.

lemmingllama The third ability is relevant primarily with slivers (or the usage of the second ability), and is actually a very game-winning ability... almost overkill, but that's what you want it to do, right?
Example:You have two Predatory Slivers and the emblem. Each Predatory Sliver would subsequently have an extra line of "Sliver creaturess you control get +1/+1", therefore making both slivers 5/5. Without the emblem, they would only be 3/3. It just gets more insane with extra sliver tokens (from the +1 presumably), as in this instance each would give every sliver +2/+2.

Since they are humanoid now and have advanced to a stage where they do not really need a Queen or act as a collective hive mind, it seems to me that they are more powerful than ever. To control such strong creatures, I think a Sliver planeswalker would be just beneath Karn in terms of lore power so it's abilities should reflect that.
The +1 is spot on.
The second ability might be -X search your library for a Sliver card with cmc X and put it into your hand"
The final ability might be You get an emblem with "You may pay 0 rather than pay the mana cost for Sliver creature spells you cast."

Maybe one of his minus abilities, or even a zero, could be a temporary sliver buff? There are so many options you could do with it, I'm not sure if 3 abilities is enough.

i can imagine running Elesh Norn, Grand Cenobite with slivers just for the -9 ability. It seems kinda over powered for you to basically have as many Elesh Norn, Grand Cenobites as you do slivers. Just imagine if you have 4 slivers, your opponent's creatures would have -10/-10 and your creatures would have +10/+10. If your opponent didn't have a 22/22 they wouldn't be able to kill your 1/1 slivers. That -9 ability completely takes away the legendary rule for slivers.

The -9 is a little strange. So, if my opponent has a Wurmcoil Engine in play, all my slivers get that ability? What about in EDH, with more opponents? So, all my creatures has now become Inferno Titan, Primeval Titan, Ulamog, the Infinite Gyre, Consecrated Sphinx? Uhm... Seems a little OP...

I know its broken that why it takes six turns to build him up also his -3 is there just so he is not limited to sliver decks and I'm also aware of the predatory sliver fiasco

The last ability may be overpowered in many cases, but it wouldn't be the first overpowered planeswalker. Just look at Karn Liberated and Jace, the Mind Sculptor and on a slightly lesser case Elspeth, Sun's Champion.

Oh and for lore reasons there is an artifact called hivestone which bends the slivers to your will so when his spark ignites he warps to dominaria and finds the stone and goes back to his own plane shandalar and takes control of the slivers he studied and if your wondering who he is look on cards like Diffusion Sliver
