Help me make an Eminence EDH card!

I all! I've been looking at the 2017 commanders and thinking about their Eminence abilities.
I noticed that all of their abilities are either static or triggered abilities.
I'm trying to design a card that gives the static and triggered abilities of your commander Eminence, making them trigger and relevant when in the command zone.
I got this idea thinking about my Neheb, the Eternal deck, but after looking at all the tier 1-3 commanders, we see that it effects 105/225ish possible commanders. Again, just from tiers 1-3.
Now, this might seem kind of broken, having Baral, Chief of Compliance's abilities still work in the command zone, but this can be fix with the following possible restrictions:
1) High mana cost(5, 6, 7)
2) Huge downside when it ETB(ETB, sacrifice a commander creature)
3) Restrictions preventing it from being cheated out(must be cast from hand)
Another objection is that this might add to much consistency to EDH, having basically another copy of your commander in your deck. This could be fixed by making it easy to remove like making it an illusion or giving it Opposite-hexproof.
We could also make a creature that comes into the battlefield as a copy of a card in the command zone. Seems cool too but I want to try Eminence first.
So! What will this card look like? Artifact? Enchantment? Creature? Land? Would love to hear some ideas thrown my way.

Not sure about it enabling activated abilities. Wonder if WotC will ever try that in a commander product.

Path of the Void.
Sorcery
Exile target permanent you control or a card from your command zone with X time counters it. If it doesn't have suspend, it gains suspend.
You may activate all static abilities and all triggered abilities of a card exiled with Path of the Void as if that card were on the battlefield.
When the last time counter is removed from a card exiled with Path of the Void, you lose the game.
Countless scholars have braved the Blind Eternities to find that which gives the Eldrazi power. Their fate remains as unknown as the secrets they sought.
