How much should this cost?

I haven't decided on names yet so they are kinda boring.
Card #1
The first instant or sorcery card you cast each turn has storm.
I was think 2CMC but I'm not totally sure. I also don't know what color it should be. Red or Blue make the most sense but somethings could work. Storm will be a supported archetype in the format I'm making.

@Epochalyptik That's sorta the point.
@DinosaurSheriff I like the name a lot. The cost however seems a little high as it comes down too late to really be able to take advantage of it.

I would say 3-4 CMC would be fine, seeing as it has built-in deckbuilding restrictions. Perhaps URR or UBR could be appropriate costs.
This card concept isn't exactly in my wheelhouse, though.

For those who care.
The storyline is similar to Shards storyline. There is a world where that lived peacefully where a cataclysmic event happens and shit happens. Everything is chaos thus storm made sense as the UR mechanic.
