leonin isn't a magic card type, wizard's just uses "cat". so this should be a cat assassin. though i think it's more flavorful as a rakshasa so a "cat demon assassin" would fit fine. also the first ability should/could be split into two separate, with green for +1/+1 and black for -1/-1. The blue ability seems super good, and maybe should have a tap in it, or be more balanced at UXX instead of UUX.

Kinda incredibly broken. Mass card draw commanders generally are designed to have a downside, like Arcanis the Omnipotent who costs 6, has to tap and doesn't have access to green to help with ramp. Prime Speaker Zegana needs another creature to work. Damia, Sage of Stone costs 7.
What you have is a commander who can very easily be cast turn two (via Birds of Paradise, Deathrite Shaman, Exploration, Mox Diamond, etc) meaning on turn three you can draw up to 2 extra cards and on turn four can draw up to three more.
Its just too good.

This card is crazy strong and there's no way this card would ever be printed that way. This thing essentially is a planeswalker that can't be attacked.

Well, at least he's not bolt-proof, but he's still quite broken.
I would probably replace his raw card draw with scry, and then draw a single card. XUU, Tap: Scry X, then draw a card. This is still quite powerful, as you can dig deep into your library for answers, and may even replace some tutoring, but it's not a better Blue Sun's Zenith at every activation.

Pretty broken based on abilities. A 3/3 for 3 is okay, but given that you can kill so much without hurting yourself with the first ability (mass token or small creature kill or stack it to kill something big) and draw cards as a built in instant speed Braingeyser, the card is beyond broken.
The first ability should, as said above, be different abilities and also cost more. XXB to give one creature -x/-x and XXG to give one creature +x/+x. That's a high price to pay, but makes a good mana dump for single creatures. It also prevents a built in mass kill only your opponent's creatures.
The second ability, also said above, should cost XXU and probably be a tap ability. Drawing instant speed cards is always stupid good. Especially when you can stack it to trigger effects without drawback. Alternatively you can have it be a scry ability like XXU, tap: Scry X. Draw X cards.
Honestly though it doesn't really feel like blue should be part of this at all. I'm not sure how a cat assassin can in flavor or in practice allow you to draw cards.
If you want to include blue maybe you could make it a 1GB 2/2 with the same XXG/B +/- abilities with something like shadow, fear, ___walk, etc. (I like shadow since its so old and no one expects it) and when it deals damage you may pay XXU to scry/draw. That way you HAVE to attack to get the draw but it still has a sit back ability, uses 3 colors, and has a bit more flavor filling for all 3 colors.

This guy is way to strong. Being able to pump anybody he wants, as many times as he wants, without tapping is way too strong.

True, I forgot that. Perhaps rather than card draw, unblockable would be the better blue ability for an assassin. You could still keep card draw, but possibly as triggered ability, like on combat damage to a player rather than an activated ability.

Card draw is to powerful. I'd do for the card draw, scry instead. Also for the green I'd do ramp. So it would be scry X you may put a basic land into your hand. That sounds fair. The pump for your creatures should be really hard. Like Drana, Kalastria Bloodchief make him a 1/1 so the penilty of have such a broken card is you'll most likely need to protect him with the buff ability. I'd also loose the hybrid symble and do just green

I think you should separate the first two abilities. Also, I would then add an additional colorless mana cost to all three abilities. Both of the "draw X cards" spells I can think of have CMC of X+3.
Also, this is more trivial, but I would fix the capitalization, make it a cat, and change/tweak the flavor text.

Whenever deals combat damage to an opponent, you may pay XXU. If you do look at the top X cards of your library. You may put a land card from among them into play tapped. Put the rest of the cards on the bottom of your library in any order.
Alternatively you could raise the casting cost and make it larger like a 2/2. It has evasion, abilities to kill/pump, and draw while being squishy so there is some hesitation to make it too large or impossible to remove. Does that seem more balanced?

Wizards of the coast is trying to get rid of fear. I think deathtouch is better suited

Oh true. Fear was sort of replaced by Intimidate and replaced by Menace. I don't think Menance works. Would Deathtouch prevent players from blocking it to kill it as a commander? Even with Deathtouch I would want it off the board.
Can only be blocked by creatures with defender?

Nantuko Shade (i think strongest self pump/mana cost), and Ezuri, Renegade Leader strongest multi pump I can think of would both pale compared to the original, especially if you can give multi targets -x-x in addition to pumping

I thinking the part that says deals damage should say deals combat damage. Doesn't seem too overpowered as a mythic rare. Plus can't be a spirit if he is blue just looks wrong. The first one seems fair.

The templating sucks, but overall it could be an interesting toy to play with. I don't know if Leonin fall into those colors, and I think that draw effect might be overpowered, and that -1/-1 ability could completely wipe out a token deck...
Also, I love that it fits the missing sultai commander for Tiny Leaders.
