Creature
Players can only draw cards during their own turn, and players cant draw more than 1 card each turn.
Players cant cast more than 1 spell each turn.
Whenever a card would be put into your graveyard, put it on top of your library instead

Basically, the first 2 paragraphs is to stop it from being abused. The put on top effect basically locks you out of new cards if you cast something.
Is this broken? Time Warp seems like the most obvious spell to break it, but then we have 2 cards at 5 and 6 mana to win, thats not broken in my book :).

Would this be broken with any Miracles? The first that comes to mind is Bonfire of the Damned, constantly wiping your opponent's board, and then Devastation Tide, which allows you to constantly bounce this to your hand so you can draw and play as much as you can before replaying this.

Hmm ok, how about this:
Players cant draw cards.
At the beginning of each players upkeep, that player puts the top card of his or her library into his or her hand.
Whenever a card would be put into a graveyard, any opponent may pay to put that card on top of library instead.
(weirdly worded, but you get the point..)

DERPLINGSUPREME how is it still broken? Its a Spirit of the Labyrinth for , and you cant abuse the put-on-top-stuff because its up to your opponent.. Sure, you can keep your opponents from drawing new cards if you pay up, but its easily killed with 1 toughness..

see, now the issue is that you don't get enough so it's not good. This card idea will either be insane or bad, no in between.

This gives me an idea for Ashiok if he/she were to become a Legendary Creature if we ever visit Theros again. (Sorry, Theory Crafting. Not to highjack the original thread.)
Now behind this, I believe that Ashiok is actually another Oona, Queen of the Fae's avatar like Maralen of the Mornsong. He/She harvest's dreamstuff like the faeries do on Lorwyn-Shadowmoor, but through a more cruel setting. With my beliefs set on this, I clashed those two cards I mentioned above with what was already suggested, and tada!
And for those like DERPLINGSUPREME, who tend to be the devil's advocate more often than not, cards like Trickbind on a Isochron Scepter could instantly shut down this card, as well as Elesh Norn, Grand Cenobite/Massacre Wurm insta-kill. Being an elf (assumption) and wizard, he/she gets a huge bonus from that as both tribal decks would love him/her. Shroud is both a good and bad thing, but in EDH/Commander decks, I imagine most running him/her as a General will focus around that. But that's why a few people run Glaring Spotlight and Arcane Lighthouse because of other commanders like Narset, Enlightened Master and Uril, the Miststalker. Not drawing sucks hard for blue, and getting killed by your own cards is usually quite the black thing to do. So... yea. I'll show myself out now. My apologies if I highjacked this thread. But Ashiok is my favorite planeswalker...

But the Ashiok one will stop you from ever drawing cards if you have no creatures in play?

I want to point out that it doesn't truly matter whether or not what colors they seem like. As I just showed above in my suggested version, both cards I based my version on were BLACK and BLUE. Wizards aren't so restrictive with ideology of blue creatures must do BLUE things and red creatures must do RED things. There are many cases where the same exact effects happen across every single color.
And I guess that could be the major downside of the Ashiok version is he/she was left uncheck for a long time. But I mean, aside from the shroud, it is super easy to kill. It costs 6, so in commander games, it would cost 8 to get it back out, and that's pretty intense for blue/black. So basically if you ever see your opponent running Ashiok version as their commander, you have 5-6 turns to prepare a way to kill it or win the game yourself.
