Impringe -
Counter target spell. Its controller may untap X lands where X is half of that spells CMC rounded up.
Any thoughts?

I think it's actually a pretty fair Counterspell.
"No you can't cast that spell, but here's some mana to try something different."
What am I missing that's OP? The only workarounds I see are cards that let you cast out of your hand for free or reduced mana cost where the person could counter their own spell for extra mana.

OMG! The card is horrible (or great, depending on which side of it you're on) against Animar, Soul of Elements!

Why would you ever play this in modern? I mean Dispel will straight wreck your face if you try this.
Speaking of which it needs to say "rounded down" instead of "rounded up" simply because if I am spending to counter a Dispel my opponent doesn't deserve to get any mana back.

I don't see how it's broken. I might change the name to Filibuster for Azorius flavor, and just add the mana back to the mana pool. Chances are they won't be able to use it as effectively for a second spell, and putting the mana back is easy for both players to understand.

Definitely too strong for Standard, possibly too good for modern, but strictly worse than Counterspell in any format in which it is legal.
