This seems...oddly fine? Comparing it to either Necropotence or Yawgmoth's Bargain it's clearly worse, but it feels at about the right power level. I would probably test it for losing 1 life per card, but it could be too good. The only way to tell is by playing with it.

As it is, every player loses life at every end step. This could be ridiculous in the right deck: dump your own hand and make sure everyone else has lots of cards in hand. Even in multiplayer, just having 2 cards in hand would cause the person that went right before you to lose 8 life (in a 3-player game) before even getting a chance to do anything, barring Instants.
I feel like this was more intended to be "At the beginning of each player's end step, that player loses 2 life for each card in his or her hand."

It's bonkers in Nekusar decks and pretty good in EDH in general, I would say. But I definitely like it!

too strong. Think about legacy storm. Does not matter that it is 2 life. If you play this, you are planning to win that turn.

Bonkers good. The first is could be balanced at 3 life, and the second puts the game on a fast clock.

Umm yeah, its pretty good. Cards like this have always been good *cough Necropotence Yawgmoth's Bargain cough. Even paying more life you can still do some pretty broken things.
